In 2014, though rainfall was 95.68% of the annual average of 797 mm, areas of Kutch and part of north Gujarat had faced scarcity.<br /><br />&quot;This year parts of Saurashtra, South Gujarat and Central Gujarat have received inadequate rainfall and facing a drought. This is because the state gets rain only during monsoon,&quot; Bokhiria said. <br /><br />The central government's report also recommends that there should be a drought monitoring cell for the states under the disaster management authority. A crisis management group should also be set up in the states and even in the districts.
