The release stated that villagers would be authorised to ask the dealers or owners of fair price shops to read out the entries made in their registers and provide details of wheat, kerosene and sugar supplied to beneficiaries as well as the amount of money charged them. The gram sabha will formally make an entry of the proceedings on being satisfied with the details provided.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;If the gram sabha finds a deliberate error or irregularity, it will immediately adopt a resolution in this regard giving complete details and send its copies to the Collector and District Supply Officer the same day for necessary action,&amp;rdquo; said the release.&lt;br /&gt;

Mr. Kishan has issued detailed guidelines for the proposed social audit, requiring the dealers to supply foodgrains to the Below Poverty Line (BPL) families at the rate of Rs.2 per kg under the Chief Minister&#039;s Anna Suraksha Yojana, as well as sugar and kerosene, during the &amp;ldquo;consumer week,&amp;rdquo; between 15{+t}{+h}and 21s{+t}of every month, and submit the distribution charts at the dealers&#039; meeting at tehsil headquarter on 22nd of every month.&lt;br /&gt;

                <br /><div align="justify">To ensure transparency in delivery of commodities to the poor in Rajasthan<br /><br />The Rajasthan Government has decided to conduct the much sought-after social audit for fair price shops functioning under the public distribution system (PDS) to ensure transparency and effectiveness in the delivery of essential commodities to poor people. The move follows the success of similar exercise for the Mahatma Gandhi National Rural Employment Guarantee Act.<br /><br />The social audit is being introduced in the tribal-dominated Dungarpur district next month. Gram sabhas of village panchayats are going to play an important role in the drive.<br /><br />According to an official release here on Sunday, the scheme is being initiated on the recommendation of Dungarpur Collector Purna Chandra Kishan, who found irregularities in the supply of essential goods at aRatri Chaupal(night congregation) at the Raghunathpura village recently, and felt that a social audit could stop several of these malpractices.<br /><br />As part of social audit, each village panchayat would organise a gram sabha on the 27th of every month in which ration dealers would be present with their stock and supply registers. The details of previous stock, goods received, quantity distributed and the last stock would be made public at the assembly.<br /><br />The release stated that villagers would be authorised to ask the dealers or owners of fair price shops to read out the entries made in their registers and provide details of wheat, kerosene and sugar supplied to beneficiaries as well as the amount of money charged them. The gram sabha will formally make an entry of the proceedings on being satisfied with the details provided.<br /><br />&ldquo;If the gram sabha finds a deliberate error or irregularity, it will immediately adopt a resolution in this regard giving complete details and send its copies to the Collector and District Supply Officer the same day for necessary action,&rdquo; said the release.<br /><br />Mr. Kishan has issued detailed guidelines for the proposed social audit, requiring the dealers to supply foodgrains to the Below Poverty Line (BPL) families at the rate of Rs.2 per kg under the Chief Minister's Anna Suraksha Yojana, as well as sugar and kerosene, during the &ldquo;consumer week,&rdquo; between 15{+t}{+h}and 21s{+t}of every month, and submit the distribution charts at the dealers' meeting at tehsil headquarter on 22nd of every month.<br /><br />The District Supply Office will forward the distribution charts positively by 23rd every month to the Block Development Officers, who in turn will refer them to the village panchayat concerned by the 25th for holding the social audit meeting on 27th of each month.<br /><br />The Collector has instructed the ration dealers to be present at the gram sabhas for social audit with their stock registers, records on Antyodaya Anna Yojana and BPL and Above Poverty Line (APL) schemes as well as accounts pertaining to the distribution of kerosene and sugar.<br /><br />The release quoted Mr. Kishan as saying that his interaction with the PDS beneficiaries at one of theRatri Chaupals had revealed that many of them did not get the supply earmarked for them. &ldquo;When the records were called on the spot, they were found having [fake] signatures of people who did not get any supply,&rdquo; he said.</div>               </font>
