                <p align="justify"><font ><em>ALAPPUZHA: </em>The State government is contemplating distribution of rice at Rs.2 a kg to all agriculture workers irrespective of whether they hold Above Poverty Line or Below Poverty Line ration cards, Finance Minister T.M. Thomas Isaac has said.</font></p><p align="justify"><font >Inaugurating the State-level distribution of retirement benefits due from the Kerala State Farm Workers Welfare Fund to 1.84 lakh farm workers at a function at Nedumudi, near here, on Sunday, Dr. Isaac said the government was also considering the feasibility of providing financial assistance to aged farm workers for treatment of heart and kidney ailments and diseases such as cancer.</font></p><p align="justify"><font >What was needed, he said, is to mop up the revenue to spend on such welfare measures, for which the present tax revenue is not enough. Taking over of mining of sand and gravel and their sale by the government, an increase of 20 paise in basic land tax from the existing 20 paise a cent for those who hold up to 50 cents (about half an acre) of land, and efforts to increase treasury deposits are among the plans that will be debated by the government in order to augment revenue, he said.</font></p><p align="justify"><font >The Minister decried the delay in the sanctioning of funds by the Centre for the Rs.1,840-crore Kuttanad Package, recommended by the M.S. Swaminathan Commission and approved by the Centre more than a year ago. The delay was unpardonable, he said. The State has already begun work on a few projects in the package in the hope that the Centre will disburse the funds at the earliest. He called for a concerted effort, cutting across party lines, to get the package implemented without delay.</font></p><p align="justify"><font >Labour Minister P.K. Gurudasan, stating that the government had already released Rs.50 crore as the first instalment of funds for the retirement benefits, said the second instalment would be released in December.
