The Supreme Court’s ruling on Tuesday, staying the Centre’s notification banning sale and purchase of cows and other livestock at animal markets for slaughter, was widely welcomed by farmers, with some seeing it as a ‘victory’.

Terming the notification as a “cruel law”, the left-oriented All India Kisan Sabha said the impugned rules effectively choked the free movement of animals through market spaces, and, more critically, undermined the freedom and the rights of farmers, traders and others whose livelihoods were linked to this cycle.

The Centre’s submission that it was revisiting the rules, and not seeking a vacation of the Madras High Court stay, indicated that the rules cannot be implemented, it said.

Vikas Rawal, an economist with the Jawaharlal Nehru University, said the stay by the apex court has brought some relief for farmers as the notification was “ridiculous”.

He hoped that the government would understand the folly of the notification and withdraw it eventually. But, the worry is that the government may try to resolve certain technicalities in the notification so that it passes the scrutiny of the court, he said.
