With this, Ms. Dikshit, said the Government will be able to cater substantially to &amp;ldquo; roti , shiksha and swasthya &amp;rdquo; needs of the poor. For this scheme, a sum of Rs.150 crore has been proposed in the Budget.&lt;br /&gt;

Ms. Dikshit said Delhi will also be made a kerosene-free city and the Government will provide a one-time subsidy of Rs.2,000 to about 1.75 lakh households for obtaining an LPG connection and purchase of a gas stove. An outlay of Rs.40 crore has been proposed in the current year for this scheme. She said as of now only about 5.3 per cent of all people use kerosene in Delhi. The scheme will allow them to switch to a cleaner fuel. It will, thus, also seek to end black-marketing of the highly-subsidised fuel.&lt;br /&gt;

The Government has also drawn up plans to launch a &amp;ldquo;Dilli Swarojgar Yojana&amp;rdquo; for the Scheduled Castes/Scheduled Tribes/Minorities/Other Backward Classes, under which members of these communities will be provided loans of up to Rs.5 lakh for setting up entrepreneurial ventures in Delhi.&lt;br /&gt;

The Government has also proposed opening of about 150 anganwadi centres and 15 new Gender Resource Centres for women in high-minority concentration districts. Further, she said physical infrastructure and learning environment in all Urdu-medium schools will be improved and through Mission Convergence, 10 new centres for capacity-building of unemployed minority youths will be started.&lt;br /&gt;

In the field of health, she said, construction of hospitals at Burari, Ambedkar Nagar, Hastsar, Siraspur, Madipur, Sarita Vihar and Dwarka will be started for adding 2,900 hospital beds; improved immunisation cover will be provided to children through a five-in-one pentavalent vaccine for diphtheria-pertussis-tetanus (DPT), hepatitis B and haemophilus influenzae Type B. The Government has also proposed a financial assistance of Rs.1,000 per month to poor persons suffering from HIV/AIDS for anti-retroviral treatment. Orphaned children infected with HIV/AIDS will be given Rs.2,050 per month and others affected by the virus will get Rs.1,750 per month.&lt;br /&gt;

The Government had constituted Delhi Arogya Kosh with a corpus of Rs.110 crore to provide financial support for treatment of critical diseases to EWS households. It has now increased the eligibility income level for the scheme from Rs.1 lakh to Rs.2 lakh to widen its coverage. For improving education, she said 100 sites have been identified for construction of new school buildings and possession of 90 of these has also been taken.

                <strong>Food scheme for urban poor</strong></h1>

                <div align="justify">-The Hindu<br /><br />With emphasis in the 12th Plan on the social services sectors for achieving more inclusive growth, the Delhi Budget has allocated Rs.9,796 crore or 65 per cent of the total Plan outlay of Rs.15,000 for 2012-13 on this sector.<br /><br />The money, Chief Minister Sheila Dikshit said, will be used for various social welfare schemes. These include the Dilli Annashree Scheme, under which two lakh vulnerable households would be provided food subsidy of Rs.600 per month as cash transfer. The amount would be paid to the senior-most female member of each household. With this, Ms. Dikshit, said the Government will be able to cater substantially to &ldquo; roti , shiksha and swasthya &rdquo; needs of the poor. For this scheme, a sum of Rs.150 crore has been proposed in the Budget.<br /><br />Ms. Dikshit said Delhi will also be made a kerosene-free city and the Government will provide a one-time subsidy of Rs.2,000 to about 1.75 lakh households for obtaining an LPG connection and purchase of a gas stove. An outlay of Rs.40 crore has been proposed in the current year for this scheme. She said as of now only about 5.3 per cent of all people use kerosene in Delhi. The scheme will allow them to switch to a cleaner fuel. It will, thus, also seek to end black-marketing of the highly-subsidised fuel.<br /><br />The Government has also drawn up plans to launch a &ldquo;Dilli Swarojgar Yojana&rdquo; for the Scheduled Castes/Scheduled Tribes/Minorities/Other Backward Classes, under which members of these communities will be provided loans of up to Rs.5 lakh for setting up entrepreneurial ventures in Delhi.<br /><br />The Government has also proposed opening of about 150 anganwadi centres and 15 new Gender Resource Centres for women in high-minority concentration districts. Further, she said physical infrastructure and learning environment in all Urdu-medium schools will be improved and through Mission Convergence, 10 new centres for capacity-building of unemployed minority youths will be started.<br /><br />In the field of health, she said, construction of hospitals at Burari, Ambedkar Nagar, Hastsar, Siraspur, Madipur, Sarita Vihar and Dwarka will be started for adding 2,900 hospital beds; improved immunisation cover will be provided to children through a five-in-one pentavalent vaccine for diphtheria-pertussis-tetanus (DPT), hepatitis B and haemophilus influenzae Type B. The Government has also proposed a financial assistance of Rs.1,000 per month to poor persons suffering from HIV/AIDS for anti-retroviral treatment. Orphaned children infected with HIV/AIDS will be given Rs.2,050 per month and others affected by the virus will get Rs.1,750 per month.<br /><br />The Government had constituted Delhi Arogya Kosh with a corpus of Rs.110 crore to provide financial support for treatment of critical diseases to EWS households. It has now increased the eligibility income level for the scheme from Rs.1 lakh to Rs.2 lakh to widen its coverage. For improving education, she said 100 sites have been identified for construction of new school buildings and possession of 90 of these has also been taken.</div>               </font>

These include the Dilli Annashree Scheme, under which two lakh vulnerable households would be provided food subsidy of Rs.600 per month as cash transfer. The amount would be paid to the senior-most female member of each household. With this, Ms. Dikshit, said the Government will be able to cater substantially to &amp;ldquo; roti , shiksha and swasthya &amp;rdquo; needs of the poor. For this scheme, a sum of Rs.150 crore has been proposed in the Budget.&lt;br /&gt;&lt;br /&gt;Ms. Dikshit said Delhi will also be made a kerosene-free city and the Government will provide a one-time subsidy of Rs.2,000 to about 1.75 lakh households for obtaining an LPG connection and purchase of a gas stove. An outlay of Rs.40 crore has been proposed in the current year for this scheme. She said as of now only about 5.3 per cent of all people use kerosene in Delhi. The scheme will allow them to switch to a cleaner fuel. It will, thus, also seek to end black-marketing of the highly-subsidised fuel.&lt;br /&gt;&lt;br /&gt;The Government has also drawn up plans to launch a &amp;ldquo;Dilli Swarojgar Yojana&amp;rdquo; for the Scheduled Castes/Scheduled Tribes/Minorities/Other Backward Classes, under which members of these communities will be provided loans of up to Rs.5 lakh for setting up entrepreneurial ventures in Delhi.&lt;br /&gt;&lt;br /&gt;The Government has also proposed opening of about 150 anganwadi centres and 15 new Gender Resource Centres for women in high-minority concentration districts. Further, she said physical infrastructure and learning environment in all Urdu-medium schools will be improved and through Mission Convergence, 10 new centres for capacity-building of unemployed minority youths will be started.&lt;br /&gt;&lt;br /&gt;In the field of health, she said, construction of hospitals at Burari, Ambedkar Nagar, Hastsar, Siraspur, Madipur, Sarita Vihar and Dwarka will be started for adding 2,900 hospital beds; improved immunisation cover will be provided to children through a five-in-one pentavalent vaccine for diphtheria-pertussis-tetanus (DPT), hepatitis B and haemophilus influenzae Type B. The Government has also proposed a financial assistance of Rs.1,000 per month to poor persons suffering from HIV/AIDS for anti-retroviral treatment. Orphaned children infected with HIV/AIDS will be given Rs.2,050 per month and others affected by the virus will get Rs.1,750 per month.&lt;br /&gt;&lt;br /&gt;The Government had constituted Delhi Arogya Kosh with a corpus of Rs.110 crore to provide financial support for treatment of critical diseases to EWS households. It has now increased the eligibility income level for the scheme from Rs.1 lakh to Rs.2 lakh to widen its coverage.
