Food scheme kicks off today in Delhi

NEW DELHI: Undeterred by the tumult surrounding the food security bill and the fear of opposition parties stalling it in Parliament, Congress president Sonia Gandhi is ready to launch the Flagship Food Security Programme at a mega public function in Talkatora Stadium on Tuesday. The Delhi government views this is an opportunity to kick off its poll campaign centred on the aam admi.

The launch, which coincides with former Prime Minister Rajiv Gandhi's birth anniversary, will bring together heads of 2,000 families who will be handed the food security cards. The scheme aims to cover an estimated 73.5 lakh residents in phases. This election is crucial as Dikshit is seeking a fourth term in power.The beneficiaries are being drawn from about 32 lakh people from 6.27 lakh below poverty line (BPL) households, JJ & resettlement cards and Antyodaya Ann Yojna (AAY).

The outreach is meant to tap this vote bank. To ensure a smooth rollout, chief minister Sheila Dikshit said she had confirmed the status of the ordinance from the Centre.

"The ordinance will stay even if the bill is not passed. I have done the groundwork to prevent any trouble later. We cannot get the UPA president to launch the scheme without doing our homework," said Dikshit.

Four kilograms of wheat at Rs 2 per kg and 1 kg rice at Rs 3 per person of each eligible household will be the monthly takeaway promised by the poll-bound Congress led Delhi government. Beneficiaries categorized as "priority households" would get these benefits under the programme, which will come into effect from September 1. However, the over 1.2 lakh households under Antyodaya Anna Yojna, the poorest of the poor beneficiaries, will continue to get 35kg of grains every month at Rs 2 for wheat and Rs 3 for rice.

Elaborating on the rollout of the UPA's flagship program in Delhi, chief minister Sheila Dikshit had made it clear that the 1.2 beneficiaries of Dilli Annshri Yojna, who are getting a monthly cash subsidy of Rs 600, will not be brought under the food programme for now.

However, the CM indicated at a merger of the state scheme with the national scheme in the long run.

"Annshri Yojna will not close down. We will see as we go along if the two schemes need to be merged, which is only logical. We will certainly look at creating options for the Annshri beneficiaries keen on moving from cash subsidy to food grains under the food security programme," the CM said.
