The government’s decision to add one more layer of reservations to the existing 50 per cent in government jobs and seats in institutions of higher learning represents political opportunism and amounts to admitting failure to create economic dynamism that would generate quality jobs and meet the aspirations of young India.

To create an additional quota of 10 per cent for those with an annual income less than Rs 8 lakh and with landholding less than five acres of land, the Constitution would need to be amended. The amendment would, further, need to survive legal challenge. Neither is likely, and certainly not in the lifetime of the present Lok Sabha. That means that the proposal is a political ploy, to regain the upper caste support the BJP lost, following the amendment made to the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, referred to as the SC/ST Act.

The loss in Madhya Pradesh has been attributed, inside the BJP, to loss of upper caste support in the wake of amending the SC/ST Act to rid it of the Supreme-Court-induced protection against misuse. The introduction of the quota is a desperate plea to the upper castes to not desert the BJP. Why call it desperate? Because it has the potential to alienate the backward castes, the scheduled tribes and castes, as well as those among the non-backward classes who would not qualify for quotas and stare at further shrinking of their prospects because of the fresh quota. Only desperation would make the BJP gamble on such a trade-off, at a time when it has been positioning itself as a party of the backward castes, the Prime Minister himself flaunting his backward status at every opportunity.
