The funds so transferred will be adjusted against the next tranche the Centre releases for Alappuzha.&lt;br /&gt;
&lt;br /&gt;
The official statistics put the fund-absorption rate in the State at 74.48 per cent as against the national average of 57.65 per cent. Of the allocation of Rs.841.7 crore for 2010-11, the State has expended Rs.626.88 crore.&lt;br /&gt;
&lt;br /&gt;
Rajasthan has the lowest utilisation rate of 38.08 per cent, followed by Andhra Pradesh with 44.75 per cent. From the total allocation of Rs.6,061.94 crore, Rajasthan could spend only Rs.2,308 crore. Andhra Pradesh could utilise only Rs.4,138.74 crore out of the Rs.9,248.74 crore. Thus, nearly 60 per cent of the money provided by the Centre to these States remains unspent in those States.&lt;br /&gt;
&lt;br /&gt;
Official sources told The Hindu here that the decision to source funds from the capital district was made to avert a crisis. The execution of the scheme was affected in Thiruvananthapuram, Kollam, Alappuzha, Ernakulam, Kottayam, Thrissur, Malappuram, Kozhikode, Kannur and Kasaragod districts last October. After utilising 60 per cent of the funds, the State government requested the Union Ministry to sanction the next tranche, but it was delayed and the works taken up in these districts came to a standstill.&lt;br /&gt;
&lt;br /&gt;
Instead of sanctioning funds for the entire State, allocations are now made for each district, giving way to several administrative problems. Another complaint is that the online submission of the expenditure statement by the government is getting delayed owing to technical problems in the server allocated to the State. Heavily overloaded with data, the lone server gets clogged. The government&#039;s request for an additional server has not evoked any response from the Centre. Neither has its offer to set up a server at its own cost been conceded so far, sources said.&lt;br /&gt;

With new funds yet to come and the district exhausting the Rs.71 crore allocated to it for 2010-11, the Local Administration Department had to source Rs.4 crore from the funds apportioned for Thiruvananthapuram to continue the works. The funds so transferred will be adjusted against the next tranche the Centre releases for Alappuzha.<br /><br />The official statistics put the fund-absorption rate in the State at 74.48 per cent as against the national average of 57.65 per cent. Of the allocation of Rs.841.7 crore for 2010-11, the State has expended Rs.626.88 crore.<br /><br />Rajasthan has the lowest utilisation rate of 38.08 per cent, followed by Andhra Pradesh with 44.75 per cent. From the total allocation of Rs.6,061.94 crore, Rajasthan could spend only Rs.2,308 crore. Andhra Pradesh could utilise only Rs.4,138.74 crore out of the Rs.9,248.74 crore. Thus, nearly 60 per cent of the money provided by the Centre to these States remains unspent in those States.<br /><br />Official sources told The Hindu here that the decision to source funds from the capital district was made to avert a crisis. The execution of the scheme was affected in Thiruvananthapuram, Kollam, Alappuzha, Ernakulam, Kottayam, Thrissur, Malappuram, Kozhikode, Kannur and Kasaragod districts last October. After utilising 60 per cent of the funds, the State government requested the Union Ministry to sanction the next tranche, but it was delayed and the works taken up in these districts came to a standstill.<br /><br />Instead of sanctioning funds for the entire State, allocations are now made for each district, giving way to several administrative problems. Another complaint is that the online submission of the expenditure statement by the government is getting delayed owing to technical problems in the server allocated to the State. Heavily overloaded with data, the lone server gets clogged. The government's request for an additional server has not evoked any response from the Centre. Funds delay may derail MGNREGS by NJ Nair

Union Rural Development Ministry allegedly delaying funds for State With the Union Rural Development Ministry delaying funds, implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is likely to be derailed in the State. But for the intervention of the State government, the works taken up under the scheme would have come to a halt in Alappuzha district. With new funds yet to come and the district exhausting the Rs.71 crore allocated to it for 2010-11, the Local Administration Department had to source Rs.4 crore from the funds apportioned for Thiruvananthapuram to continue the works. The funds so transferred will be adjusted against the next tranche the Centre releases for Alappuzha. The official statistics put the fund-absorption rate in the State at 74.48 per cent as against the national average of 57.65 per cent. Of the allocation of Rs.841.7 crore for 2010-11, the State has expended Rs.626.88 crore. Rajasthan has the lowest utilisation rate of 38.08 per cent, followed by Andhra Pradesh with 44.75 per cent. From the total allocation of Rs.6,061.94 crore, Rajasthan could spend only Rs.2,308 crore. Andhra Pradesh could utilise only Rs.4,138.74 crore out of the Rs.9,248.74 crore. Thus, nearly 60 per cent of the money provided by the Centre to these States remains unspent in those States.
