                <br /><div align="justify">In an effort to counterLeft wing extremism, the Central government is looking at ways to rework its development programmes and its delivery mechanism in the affected districts. <br /><br />The decision to go back to the drawing board on the delivery of keyrural development programmes -- like the rural employment guarantee scheme and roads programme etc --- comes after Rural Development MinisterJairam Ramesh traveled to five Left-wing extremism (LWE) affected districts - Kanker, Jagadalpurm Dantewada, Bijapur and Narayanpur- of Chhattisgarh. <br /><br />Ramesh met with the collectors, chief executive officers of the Zilla Parishads and elected representatives of these districts to make an assessment of problems in implementing the development programmes in these areas. <br /><br />Ramesh has been giving rural development programmes a sharper edge in theLWE affected areas a priority. &quot;I am convinced that there has to maximum flexibility in these areas, what works elsewhere doesn't work in areas affected by Left-wing extremism. We can't treat these areas like others. $disp = '<br /><div align="justify">In an effort to counterLeft wing extremism, the Central government is looking at ways to rework its development programmes and its delivery mechanism in the affected districts. <br /><br />The decision to go back to the drawing board on the delivery of keyrural development programmes -- like the rural employment guarantee scheme and roads programme etc --- comes after Rural Development MinisterJairam Ramesh traveled to five Left-wing extremism (LWE) affected districts - Kanker, Jagadalpurm Dantewada, Bijapur and Narayanpur- of Chhattisgarh. <br /><br />Ramesh met with the collectors, chief executive officers of the Zilla Parishads and elected representatives of these districts to make an assessment of problems in implementing the development programmes in these areas. <br /><br />Ramesh has been giving rural development programmes a sharper edge in theLWE affected areas a priority. &quot;I am convinced that there has to maximum flexibility in these areas, what works elsewhere doesn't work in areas affected by Left-wing extremism. We can't treat these areas like others. We have to grasp the eco-graphy, that is ecology and geography, of the Naxal districts in full,&quot; Ramesh said. <br /><br />Ramesh has called for &quot;relentless focus&quot; on the roll out of rural development programmes in the state. The minister plans to undertake quarterly meeting in these areas. In October, he will meet with local administration and elected representatives of all ten LWE affected districts of Chhattisgarh. He will also be undertaking similar exercise in Odisha and Jharkhand. <br /><br />&quot;The rural development programmes are the mirror of the local administration,&quot; he said. The minister's focus on improving implementation and delivery of development programmes is in keeping with the Congress' approach. TheCongress has consistently maintained the need for a more development focus in the areas affected by LWE. Most of the LWE affected areas are in opposition ruled states and are overwhelmingly tribal in population. With the Congress is keen to regain its lost support in the tribal belt, the reworking the rural development programmes seems a politically sound move. One key change that can be expected is doing away with population size as the basis for resource transfer. <br /><br />Many of these districts are large in area but low in population. One block in Dantewada is about the size of Goa, but its population size is miniscule. <br /><br />This will impact the rural roads programme, Pradhan Mantri Gram Sadak Yojana, which allows for cement and concrete roads in areas connecting habitations of 500 persons or more. <br /><br />Though not all habitations meet this criteria, there is thinking to allow waive this population size requirement in the LWE districts. It is argued that such a move will have beneficial security outcome.</div>'
