The government has already prepared a list of the &amp;ldquo;unwilling&amp;rdquo; farmers who have not accepted their compensation cheques.&lt;br /&gt;

The government has said the vendors at the Nano site had not taken their plots on lease, though letters of allotment were given to them. It has decided to refund the premium amount they had deposited, but after deducting the rent due from the firms.&lt;br /&gt;

Tata Motors will also be compensated, provided the automobile company files an application with the district judge of Hooghly, who will also decide the amount.&lt;br /&gt;
&lt;br /&gt;
The sum will include simple interest at the rate of 6 per cent per annum from the time the company makes the application to the date when the government makes the payment.&lt;br /&gt;

The chief minister, away in Delhi on a three-day visit, has been informed.<br /><br />The sources said Mamata was keen to have the law in place soon so that she could keep her election promise made to the people of Singur. The first decision taken by her government after it took charge exactly a month ago was to return land to the &ldquo;unwilling&rdquo; farmers.<br /><br />The state government had moved the bill in the House stating that the purpose for which the land was acquired in Singur &mdash; to set up Tata Motors&rsquo; Nano factory &mdash; did not materialise.<br /><br />The prospective recipients have been defined as those who have not accepted compensation. The remaining land at the 997-acre site will be utilised for a &ldquo;public purpose&rdquo;. Narayanan has given his assent to the Singur Land Rehabilitation and Development Bill, 2011, which will pave the way for the Mamata Banerjee government to award plots to “unwilling” farmers. According to government sources, Raj Bhavan officials informed chief secretary Samar Ghosh today about the clearance to the bill, passed by the Assembly on June 14. The chief minister, away in Delhi on a three-day visit, has been informed. The sources said Mamata was keen to have the law in place soon so that she could keep her election promise made to the people of Singur. The first decision taken by her government after it took charge exactly a month ago was to return land to the “unwilling” farmers. The state government had moved the bill in the House stating that the purpose for which the land was acquired in Singur — to set up Tata Motors’ Nano factory — did not materialise. The prospective recipients have been defined as those who have not accepted compensation. The remaining land at the 997-acre site will be utilised for a “public purpose”. The bill says the land will be vested with the government. The sources said a gazette notification — the final stage of turning a bill into law — would be issued soon. “After the gazette notification is issued, the law department will frame the rules for implementing it,” a senior official said. The government has already prepared a list of the “unwilling” farmers who have not accepted their compensation cheques. The government has said the vendors at the Nano site had not taken their plots on lease, though letters of allotment were given to them. It has decided to refund the premium amount they had deposited, but after deducting the rent due from the firms. Tata Motors will also be compensated, provided the automobile company files an application with the district judge of Hooghly, who will also decide the amount. The sum will include simple interest at the rate of 6 per cent per annum from the time the company makes the application to the date when the government makes the payment. Once the paper work is complete, the government will identify the plots that can be returned, the sources said.
