                <p>-The Telegraph </p><p>&nbsp;</p><div align="justify">The Meghalaya government today approved the rules for implementation of the ambitious Right of Children to Free and Compulsory Education Act, 2009, or the RTE Act, 2009.<br /><br />According to the &ldquo;child-centric&rdquo; and &ldquo;child-friendly&rdquo; act, free and compulsory education should be provided to children in the age group of 6-14 years in Classes I to VII; no child should be held back, expelled or required to pass a board examination until the completion of elementary education; it should be ensured that all schools recognised and conformed to the terms and standards laid down in the schedule of the act.<br /><br />As there would be no examinations, children in the given age group would be assessed according to the norms of the continuous comprehensive evaluation system.<br /><br />Under this evaluation system, there would be regular assessments, analysis of learning gaps, application of corrective measures, retesting and giving feedback to teachers and students for their self-evaluation.<br /><br />The system attempts to cover both the scholastic and co-scholastic aspects of a student&rsquo;s growth and development, with both aspects of the evaluation process being assessed through formative and summative assessments.<br /><br />Scholastic aspects include assessments on curricular subjects, assignments, homework, projects, practicals, oral work and others.<br /><br />Co-scholastic aspects include physical development, life skills, attitudes, values, interests, hobbies and participation in co-curricular activities. Under the system, teachers will be required to co-relate classroom performance with evaluation and take into account not only the scholastic achievements but also abilities like expression, regularity, discipline and participation in co-curricular activities.<br /><br />Besides taking into account the year-round progress of the child, the teachers will also ensure participation of parents and keep them posted about the performance of their wards.<br /><br />The act also provides for augmentation of teachers&rsquo; education capacity on the basis of national norms to be determined by an agency.<br /><br />Last year, the government had said there were around 20,286 untrained teachers in the lower and upper primary schools. These teachers belong to schools falling under the Sarva Shiksha Abhiyan.<br /><br />&ldquo;We have many untrained teachers in the state and the training institutes are not enough to cater to all of them,&rdquo; chief minister Mukul Sangma told reporters after a cabinet meeting that approved the rules for implementation of the act.<br /><br />He said the government intended to float an ambitious programme to attract youths who were willing to become teachers. &ldquo;We are thinking of providing scholarships to youths who are willing to pursue teachers&rsquo; education,&rdquo; Sangma said.<br /><br />At present, the government imparts in-service training to teachers at the District Institute of Education and Training in all the seven districts of the state. Last year, the government had said there were around 20,286 untrained teachers in the lower and upper primary schools. These teachers belong to schools falling under the Sarva Shiksha Abhiyan.<br />

&ldquo;We have many untrained teachers in the state and the training institutes are not enough to cater to all of them,&rdquo; chief minister Mukul Sangma told reporters after a cabinet meeting that approved the rules for implementation of the act.<br />

He said the government intended to float an ambitious programme to attract youths who were willing to become teachers. &ldquo;We are thinking of providing scholarships to youths who are willing to pursue teachers&rsquo; education,&rdquo; Sangma said.<br />
<br />
At present, the government imparts in-service training to teachers at the District Institute of Education and Training in all the seven districts of the state. The intake capacity is around 100 teachers per institute in a year.<br />
<br />
Education minister Roytre Christopher Laloo said the rules would be implemented &ldquo;at the earliest&rdquo;, even as the cabinet suggested the department to fine-tune some of the rules.<br />
<br />
&ldquo;The education scenario in the state will witness various changes with the implementation of the act,&rdquo; Laloo said.
