Govt crowdsources Budget-making exercise -Annapurna Singh

MoF wants more transparency and public involvement

For the first time, the government has decided to go for crowdsourcing in the Budget-making exercise and invited suggestions from the public for India’s Budget to be presented in February-March next year.

The step has been taken to infuse more transparency into the Budget-making and increase people‘s participation in the mammoth exercise.

“In order to infuse more transparency into the Budget-making exercise and to have people as partners to the process of Budget-making, Ministry of Finance has decided to invite suggestions for the Budget,” the ministry said.

A senior ministry official said that each of the suggestions given by citizens will be weighed and utmost care will be taken to incorporate them in the Budget-making.

Suggestions pouring in

Suggestions started pouring in from the public soon after the ministry issued the statement. Most of the suggestions related to income tax rebate and revamp of India’s taxation system. Others were about improvement in public services and their cost.

“The government gets maximum from only salaried class and TDS (tax deducted at source). The suggestion is to let people feel happy to pay income tax. That can happen when certain percentage of tax accrued are returned to the taxpayer in some tangible form...,” said one suggestion posted on ‘mygov.nic.in’.

“We as salaried people pay tax on 100 per cent income. Some people in business hardly pay taxes and enjoy all benefits of the land and still blame the government for not doing enough. Income tax should be charged based on standard of living. People in South Delhi own the most luxurious homes, cars, and travel abroad. Still pay no taxes,” said a suggestion.

Moving away from the usual practice, the finance ministry had advanced the Budget-making exercise by two months from the middle of August, instead of October every year. The Budget circular, which marks the beginning of the Budget formulation exercise, was issued by the Budget Division in the FinMin last month.
