Govt report finds suburb where Ishrat lived 'insecure, discriminated against' -Zeeshan Shaikh

-The Indian Express Mumbai: Residents of Mumbra, a suburb northeast of Mumbai and known to many as the place where Ishrat Jahan lived, suffer from a feeling of insecurity and a perception of discrimination, according to a study commissioned by the Maharashtra government's minority development department. The preliminary findings of the 2011 study, conducted by Dr Ranu Jain of the Tata Institute of Social Sciences, were presented to the government Friday. The study, "Mumbra - a status report", has termed the suburb a ghetto formed by Muslims who had been forced to migrate because of riots or because they had faced discrimination in housing in Mumbai. "Mumbra-Kausa has a dominance of Muslim communities... majority of the Muslims are communal riot-affected people. Post 2000 there has been a migration of middle income group in search of cheap land and also those who faced discrimination in the housing sector," reads the report. Spread over 28 sq km, Mumbra has seen its population nearly double from 2.07 lakh in 2001 to 4.07 lakh in 2011. A large number of its residents stay in dilapidated and illegal buildings like the one in Lucky Compound that collapsed on April 4, killing 74. In what is effectively an acknowledgment of the police stereotyping Mumbra residents, the report has suggested that a committee monitor arrests and detentions after terrorist attacks or communal disruptions. "A committee monitored by the minority development department or the State Minority Commission should scrutinise and monitor all cases of arrest and detention especially after a terrorist act or communal incident," the report states. The study highlights the fact that almost 85 per cent of the population has not had higher education and 40 per cent of households have a monthly income less than Rs 6,000. "The majority falls in the low income group. More than half earn less than Rs 9,000 a month. Forty per cent earn less than Rs 6,000 per month," it states. The average household income is Rs 11,034. Interestingly, Mumbra's Muslim community is better educated than its general population. The study shows 13.39 per cent of Muslims, compared to 15.88 per cent of the total population, are illiterate. The proportion of Muslim graduates is 8.5 per cent compared to 7.4 per cent overall. The study notes, however, that almost 24 per cent of Muslim women are illiterate, almost 92 per cent don't work, and 28 per cent are married before the age of 18. Mumbra's working population is only 32 per cent. Four per cent serve in government and only two per cent have permanent jobs, the report notes. It says Mumbra has a closed economy and is highly stigmatised leading to no inflow of capital for development. As a large number of people were forced to settle in the area after they had suffered discrimination in getting houses, the report suggests the state government bring in stringent measures to stop discrimination in housing. "There should be dispersal of population to discourage ghettoisation..there should be stringent measures to address discrimination being practised in the housing sector," it states. "The report has brought forth various aspects of the problems in Mumbra," Minority Development Minister Arif Naseem Khan said. "I will call for a joint meeting of all departments to ensure the recommendations of the report are implemented."
