The statement from Singh will come as a major embarrassment for Planning Commission deputy chairman Montek Singh Ahluwalia, the Prime Minister&#039;s close aide since his days in the finance ministry and even his purported choice for North Block. Earlier this week, Ahluwalia had said that poverty had declined between 2004-05 and 2009-10, irrespective of the measure used.&lt;br /&gt;
