The state government has decided to modify the concept of &lsquo;neighbourhood&rsquo;, which now means that schools will have to consider poor students living within a radius of 6km of the neighbourhood, instead of 3km as laid down by the Centre in the Right to Education Act (RTE).</font></p><p align="justify"><font >Under the RTE Act, all state governments have to establish schools for poor children within a distance of 3km of the neighbourhood.</font></p><p align="justify"><font >The idea behind the modification is to ensure that the residential areas, as defined under the Act, fall within the neighbourhood limits of schools located in the central business district (CBD) area.</font></p><p align="justify"><font >This is because schools located in the CBD have hardly any residential areas within the present 3km radius. It will then become easier for schools located in the CBD to cite helplessness in filling up the 25% seat reserved for underprivileged children.</font></p><p align="justify"><font >The change will prevent schools in CBDs from escaping the Act, an official told DNA on Tuesday. A decision to this effect was taken at a meeting of senior officials of the education department on August 2 (Monday) in the wake of the Bethany High School controversy. The circular did not go down well with many Bangaloreans who felt the school was being &ldquo;elitist&rdquo; and that it was against taking in poor students.</font></p><p align="justify"><font >&ldquo;If you observe, many private schools in urban areas are located in commercial areas. The state government has decided to modify the concept of &lsquo;neighbourhood&rsquo;, which now means that schools will have to consider poor students living within a radius of 6km of the neighbourhood, instead of 3km as laid down by the Centre in the Right to Education Act (RTE).</font>

<font face="arial,helvetica,sans-serif" size="3">Under the RTE Act, all state governments have to establish schools for poor children within a distance of 3km of the neighbourhood.</font>

<font face="arial,helvetica,sans-serif" size="3">The idea behind the modification is to ensure that the residential areas, as defined under the Act, fall within the neighbourhood limits of schools located in the central business district (CBD) area.</font>

<font face="arial,helvetica,sans-serif" size="3">This is because schools located in the CBD have hardly any residential areas within the present 3km radius. It will then become easier for schools located in the CBD to cite helplessness in filling up the 25% seat reserved for underprivileged children.</font>

<font face="arial,helvetica,sans-serif" size="3">The change will prevent schools in CBDs from escaping the Act, an official told DNA on Tuesday. A decision to this effect was taken at a meeting of senior officials of the education department on August 2 (Monday) in the wake of the Bethany High School controversy. The circular did not go down well with many Bangaloreans who felt the school was being &ldquo;elitist&rdquo; and that it was against taking in poor students.</font>

<font face="arial,helvetica,sans-serif" size="3">&ldquo;If we don&rsquo;t do this, a majority of the private unaided schools located in CBD will get excluded from the purview of the Act,&rdquo; he said. &ldquo;We will include this in the draft rules of the Act in the state.
