For, the demographic data in this regard is still being tabulated by the census authorities, leaving EC no scope to even start the &quot;limited delimitation exercise&quot;.<br /><br />According to census sources, compilation of village and taluka-level tables of SC/ST population may take another six to eight months. Even the district level figures, or the primary census abstract, are not expected before this month-end.<br /><br />EC sources said the village, taluka and district level data of SC/ST population, which would include the new castes notified in these categories, are a must to start the exercise to reserve or de-reserve constituencies.<br /><br />After the ordinance was promulgated on January 31, the EC had sought the relevant data of changes in SC/ST population from the Registrar General of India's office. However, the census authorities said the figures were still being tabulated. A census official even told TOI that the compilation of village level SC/ST data was way down in the census schedule, which is decided much in advance, and it may be available for the EC's benefit only towards the year-end.<br /><br />This virtually rules out the corrective delimitation exercise, meant to reserve or de-reserve constituencies based on new castes notified as SC/ST between 2002 and 2012, being completed in time for the next Lok Sabha poll. EC officials said even after the figures are made available to it, it might take them another six months or more to reserve or de-reserve SC/ST constituencies.<br /><br />The Cabinet had cleared an ordinance on January 25 to empower the EC to make changes such as reserving or de-reserving a constituency meant for SCs/STs without waiting for delimitation. As per the Readjustment of Representation of Scheduled Castes and Scheduled Tribes in Parliamentary and Assembly Constituencies Ordinance, 2013, the EC could start the corrective exercise without waiting for the next delimitation drive. In other words, a constituency could be converted from SC to ST or shifted to the general category if there was a significant demographic change in the constituency.<br /><br />The ordinance was promulgated after the EC told the Supreme Court that it has no powers to change the category of a constituency till the next delimitation exercise. The SC was hearing a matter related to Uttar Pradesh where due to change in caste composition in a constituency -- the state government had shifted 10 castes from SC to ST category -- a demand was made to make it a reserved constituency for ST.<br /><br />The addition of new tribes to the ST category in UP has caused significant changes in ST population in a few districts, with constituencies like Sonbhadra witnessing a nearly 800% increase in STs. <br /></div>'
