                <div align="justify">-The Telegraph</div><p align="justify"><br /><em>Guwahati: </em>Gauhati High Court today said cases of fraud against dubious deposit collecting companies should be probed in a time-bound manner, while their victims' deposits should be refunded using the cash and properties of these firms seized by police.</p><p align="justify">The court stated this during the first hearing of a suo motu PIL (15/2013) it had recently taken up against companies which collect huge deposits from the public by offering lucrative returns and vanish when it is time for payback.</p><p align="justify">This assumes even greater significance in light of the Saradha Group controversy that is making waves in Bengal, and pushed a 50-year-old domestic help to commit suicide yesterday in a village 30km from Calcutta, depressed over loss of her life-savings.</p><p align="justify">Closer home, in Bongaigaon, police had a tough time controlling aggrieved depositors of Saradha Group who tried to break into the company's local office this afternoon. With around 15,000 depositors and 1,000 agents, the five-year-old Bongaigaon branch has been collecting around Rs 30 lakh every month.</p><p align="justify">During today's hearing, a division bench of Chief Justice Adarsh Kumar Goel and Justice Arup Kumar Goswami said going by the magnitude of the problem, they were of the view that investigation into such cases should be carried out in a time-bound manner. They said the money and properties of such companies seized by the police should be used to refund depositors.</p><p align="justify">The court also asked the state government to list the steps it would take in this direction.</p><p align="justify">Assam director-general of police J.N. Chaudhury filed an affidavit in the court today, stating that the police had registered 192 cases against 117 such companies in the state and had arrested 273 persons so far, along with constitution of a special investigation team. It said the police had seized approximately Rs 93 lakh in cash and frozen Rs 24 crore in bank accounts of these companies and added that the police had also moved court for attachment of certain immovable properties belonging to some of these companies.</p><p align="justify">The court, while fixing June 21 as the next date of hearing of the PIL, appointed government advocate M. <em>Guwahati: </em>Gauhati High Court today said cases of fraud against dubious deposit collecting companies should be probed in a time-bound manner, while their victims' deposits should be refunded using the cash and properties of these firms seized by police.

The court stated this during the first hearing of a suo motu PIL (15/2013) it had recently taken up against companies which collect huge deposits from the public by offering lucrative returns and vanish when it is time for payback.

This assumes even greater significance in light of the Saradha Group controversy that is making waves in Bengal, and pushed a 50-year-old domestic help to commit suicide yesterday in a village 30km from Calcutta, depressed over loss of her life-savings.

Closer home, in Bongaigaon, police had a tough time controlling aggrieved depositors of Saradha Group who tried to break into the company's local office this afternoon. With around 15,000 depositors and 1,000 agents, the five-year-old Bongaigaon branch has been collecting around Rs 30 lakh every month.

During today's hearing, a division bench of Chief Justice Adarsh Kumar Goel and Justice Arup Kumar Goswami said going by the magnitude of the problem, they were of the view that investigation into such cases should be carried out in a time-bound manner. They said the money and properties of such companies seized by the police should be used to refund depositors.

The court also asked the state government to list the steps it would take in this direction.

Assam director-general of police J.N. Chaudhury filed an affidavit in the court today, stating that the police had registered 192 cases against 117 such companies in the state and had arrested 273 persons so far, along with constitution of a special investigation team. It said the police had seized approximately Rs 93 lakh in cash and frozen Rs 24 crore in bank accounts of these companies and added that the police had also moved court for attachment of certain immovable properties belonging to some of these companies.
