Deputy chief minister Hemant Soren, who was the chief guest on the occasion, faced a barrage of criticism from the participants who blamed the government for failing to protect those implementing the scheme and its poor show in the state.&lt;br /&gt;
&lt;br /&gt;
Admitting that the government had not been able to implement the rural employment scheme, which was introduced in Jharkhand five years ago, for the benefit of all, Soren said Ansari&amp;rsquo;s death was unfortunate and the government would try its best to prevent any such incident in future.&lt;br /&gt;
&lt;br /&gt;
He said the state government was drawing up plans to transfer responsibility and implementation powers to the newly-elected mukhiyas across panchayats in Jharkhand in an effort to streamline implementation of the scheme. He added that despite the government&amp;rsquo;s earnest efforts, the scheme had failed to flourish due to myriad hiccups, transfer of funds from the Centre being one of them.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Jharkhand needs a minimum of Rs 5000 crore for development across all sectors, but it receives just Rs 1200 crore. So, schemes suffer,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
The complexity of the scheme also added to problems. &amp;ldquo;It involves a lot of paper work, registration, verification et al. The officials involved tend to get busy with these activities, leaving them no time to address the ground level situation. As a result, the schemes tend to remain on paper,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
Also, the limited scope of work under MGNREGS was a hindrance. &amp;ldquo;The government is now trying to include some new job skills beside just tilling fields, digging wells and ponds so that a wide range of other concrete works can be taken up to provide year round employment to a vast section of people,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
According to those present, MGNREGS indicators in Jharkhand till February this year revealed that out of 38 lakh job cards, only 15.16 lakh were provided employment and only 1.86 per cent of them completed 100 days of work.

                <div align="justify">More than a hundred officials from various government and non government agencies observed a minute&rsquo;s silence to pay tribute to slain Mahatma Gandhi National Rural Employment Guarantee Scheme (MGREGS) activist Niyamat Ansari at a consultation session organised by Poorest Areas Civil Society (PACS) to discuss the challenges facing the scheme and its future today.<br /><br />Deputy chief minister Hemant Soren, who was the chief guest on the occasion, faced a barrage of criticism from the participants who blamed the government for failing to protect those implementing the scheme and its poor show in the state.<br /><br />Admitting that the government had not been able to implement the rural employment scheme, which was introduced in Jharkhand five years ago, for the benefit of all, Soren said Ansari&rsquo;s death was unfortunate and the government would try its best to prevent any such incident in future.<br /><br />He said the state government was drawing up plans to transfer responsibility and implementation powers to the newly-elected mukhiyas across panchayats in Jharkhand in an effort to streamline implementation of the scheme. He added that despite the government&rsquo;s earnest efforts, the scheme had failed to flourish due to myriad hiccups, transfer of funds from the Centre being one of them.<br /><br />&ldquo;Jharkhand needs a minimum of Rs 5000 crore for development across all sectors, but it receives just Rs 1200 crore. So, schemes suffer,&rdquo; he said.<br /><br />The complexity of the scheme also added to problems. &ldquo;It involves a lot of paper work, registration, verification et al. The officials involved tend to get busy with these activities, leaving them no time to address the ground level situation. As a result, the schemes tend to remain on paper,&rdquo; he said.<br /><br />Also, the limited scope of work under MGNREGS was a hindrance. &ldquo;The government is now trying to include some new job skills beside just tilling fields, digging wells and ponds so that a wide range of other concrete works can be taken up to provide year round employment to a vast section of people,&rdquo; he said.<br /><br />According to those present, MGNREGS indicators in Jharkhand till February this year revealed that out of 38 lakh job cards, only 15.16 lakh were provided employment and only 1.86 per cent of them completed 100 days of work.</div>               </font>
