Earlier, governor Muralidhar Chandrakant Bhandare, while expressing his concerns over the alleged flood situation, had suggested for constituting a inquiry committee "to go the roots" of the flood.  When asked about the NHRC report, chief secretary B.K. Patnaik said, "We are yet to get the copy of the direction. Once we get it, we will send our replies."  Meanwhile, in a State Level Consultation on Floods, the first of its kind combined effort by civil society groups held here, participants emphasized on the need for learning to live with rivers rather than trying to tame them to control a few days of flood.  "From about 19 million hectare of flood affected areas five decades back, the country is now facing flood fury in almost more than 40 million hectares, that despite of a lot of investment in embankments, dams and other such structural measures" said Ranjan Panda, Convenor of Water Initiatives Odisha (WIO).  The participants decided to work towards a "People's Agenda for Flood Management" and submit it to the state government. Issues like flood plain zoning and implementation, climate change impacts over rivers and floods, interstate coordination, flood forecasting, forest and land management, food security, etc. will be incorporated in this People's Agenda. A task force has been created to take this ahead by inviting participation of all concerned in the state, according to Mr Panda.
