Stepping out to fight the media hullabaloo surrounding Team Anna's campaign against corruption, the government unleashed a counterblitzkrieg on Tuesday, using a media briefing - that went live on most news channels - to insist that one man alone could not hold Parliament to ransom on the Lokpal Bill. "Here is one man (Anna) who is saying that only my law should be enacted ...and if it is not my way, I will go on fast," Home Minister P Chidambaram pointed out, wondering how this could be acceptable in a democracy.
Reiterating the stated position of the government that Parliament alone was empowered to decide the final form and shape of the Lokpal Bill, Chidambaram said, "there was no way in which we can allow Parliament's right to make laws to be taken away by a few civil activists." He sought to assure that the government was committed to ensure that the Lokpal Bill is out of the standing committee and subsequently passed by Parliament as early as possible. He said those opposing the Lokpal Bill must come to Parliament and put across their opposition before the standing committee. "The only place to reconcile the divergent views (on the provisions of the Lokpal Bill) is Parliament. The bill has to pass muster in the two Houses of Parliament for it to become a law," said the Home Minister. Chidambaram recalled how Anna had been engaged by the government since April to draft the Lokpal Bill. "Nine meetings were held between the government and Team Anna before we drafted the Bill...34 out of his 40 principles were incorporated and there was disagreement on six issues ...an all-party meeting left it to the government to draft the bill," he said adding that the Cabinet cleared the final draft after studying Anna's draft as well as the government's own draft. "The bill is now with the standing committee," he said adding that everybody was free to approach the panel with his reservations on the Lokpal draft. The GoM was on Tuesday restrained in attacking Team Anna as far as his motives were concerned, saying that government and the public aggrieved with corruption happened to be on the same side of the fence. Insisting that Lokpal Bill was just one of the five legislations in the pipeline to fight corruption - the other four being, the Judicial Accountability and Standards Bill, the CVC (Amendment) Bill, Public Grievances Redressal Bill, and Whistleblowers Bill - Chidambaram said the government was committed to finding ways and means to address the public concerns against graft. It is another matter that when someone pointed out the slow progress on the aforesaid legislations, Telecom Minister Sibal was quick to blame the two earlier "washed-out" parliamentary sessions for the delay. Incidentally, even in the midst of its purported confrontation with Team Anna, the government left a window of reconciliation open. "If Anna wants to discuss the Lokpal Bill, the government is willing to give him the space and time to present his ideas... in fact, the chairman of the standing committee (to which the Lokpal Bill stands referred) can be requested to call him again for a second meeting to put forth his views," suggested Chidambaram. |
