In Maharashtra, the BJP&rsquo;s clever distancing from the Shiv Sena and its anti-migrant rhetoric before the 2014 Assembly elections was directed as much at its vote banks in Uttar Pradesh and Bihar, as the migrant settlements in the Pune-Nashik-Mumbai-Thane urban conglomeration.<br />
