This will be applicable to all RTI queries submitted at the commission&amp;rsquo;s office as part of the second appeal which lacks complete information.&lt;br /&gt;
&lt;br /&gt;
Presently, the inward section of the commission accepts all applications and gives them reference number.&lt;br /&gt;

After new Chief Information Commissioner S. Raja Sadaram took charge recently, it came to his notice that several applications were incomplete and hence, difficult to dispose of.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;A number of such applications are filed every day with the commission. All that the staff concerned do is allot a reference number. But, we now plan to scrutinise each and every application and send back a communication asking for complete details before they are given reference numbers. Simultaneously, we will also inform the Public Information Officers about the second application and seek their clarification. This will enable us to expedite the hearing and dispose of the applications,&amp;rdquo; Mr. Raja Sadaram told The Hindu on Monday.&lt;br /&gt;
&lt;br /&gt;
Mr. Sadaram, former Secretary of Telangana Legislature, who took oath as TS Chief Information Commissioner, shared the initiatives the commission intends to take in the days to come.&lt;br /&gt;
&lt;br /&gt;
The commission with one more Information Commissioner, Buddha Murali, began hearing the applications from October 23 and has so far disposed of 380 appeals and complaints.&lt;br /&gt;
&lt;br /&gt;
As per the status of appeals and complaints in the TS Information Commission, Mr. Sadaram said in all, 6,850 appeals and complaints were pending with the commission as on September 13, when the appointments were made.&lt;br /&gt;
&lt;br /&gt;
From September to November-end, 1,233 applications were received, taking the total pendency to 7,703, including the backlog of the united Andhra Pradesh Information Commission.&lt;br /&gt;
&lt;br /&gt;
While the AP Information Commission is yet to be constituted, the total number of pending applications with it is 8,428, including 712 received in the Telangana Information Commission office complex. Skeletal staff of the AP Information Commission is functioning from Hyderabad, pending appointment of the CIC and the commissioners.&lt;br /&gt;
&lt;br /&gt;
&lt;em&gt;Proper court halls&lt;br /&gt;
&lt;/em&gt;&lt;br /&gt;
The Chief Information Commissioner said another step that the commission intends to take is to have a proper court hall to hear the cases.&lt;br /&gt;
&lt;br /&gt;
In Delhi, Karnataka and Maharashtra, there are separate court halls on the lines of regular ones to hear the cases.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;This will ensure that the hearings are a serious affair,&amp;rdquo; he said, adding that all efforts would be made to ensure that the departments are more pro-active in disclosing information. &amp;ldquo;If the relevant information is in the public domain, the number of RTI applications would come down,&amp;rdquo; he felt.&lt;br /&gt;

He said that many a time, the information sought by the applicant may not be available as there is no proper maintenance of office records. In fact, except for the Secretariat manual, which specifies storing the records for 10 or 5 years, there is no scientific manner to keep the office records. &lt;br /&gt;

Raja Sadaram took charge recently, it came to his notice that several applications were incomplete and hence, difficult to dispose of.<br /><br />&ldquo;A number of such applications are filed every day with the commission. All that the staff concerned do is allot a reference number. But, we now plan to scrutinise each and every application and send back a communication asking for complete details before they are given reference numbers. Simultaneously, we will also inform the Public Information Officers about the second application and seek their clarification. This will enable us to expedite the hearing and dispose of the applications,&rdquo; Mr. Raja Sadaram told The Hindu on Monday.<br /><br />Mr. Sadaram, former Secretary of Telangana Legislature, who took oath as TS Chief Information Commissioner, shared the initiatives the commission intends to take in the days to come.<br /><br />The commission with one more Information Commissioner, Buddha Murali, began hearing the applications from October 23 and has so far disposed of 380 appeals and complaints.<br /><br />As per the status of appeals and complaints in the TS Information Commission, Mr. Sadaram said in all, 6,850 appeals and complaints were pending with the commission as on September 13, when the appointments were made.<br /><br />From September to November-end, 1,233 applications were received, taking the total pendency to 7,703, including the backlog of the united Andhra Pradesh Information Commission.<br /><br />While the AP Information Commission is yet to be constituted, the total number of pending applications with it is 8,428, including 712 received in the Telangana Information Commission office complex. This will be applicable to all RTI queries submitted at the commission&amp;rsquo;s office as part of the second appeal which lacks complete information.&lt;br /&gt;
&lt;br /&gt;
Presently, the inward section of the commission accepts all applications and gives them reference number.&lt;br /&gt;

After new Chief Information Commissioner S. Raja Sadaram took charge recently, it came to his notice that several applications were incomplete and hence, difficult to dispose of.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;A number of such applications are filed every day with the commission. All that the staff concerned do is allot a reference number. But, we now plan to scrutinise each and every application and send back a communication asking for complete details before they are given reference numbers. Simultaneously, we will also inform the Public Information Officers about the second application and seek their clarification. This will enable us to expedite the hearing and dispose of the applications,&amp;rdquo; Mr. Raja Sadaram told The Hindu on Monday.&lt;br /&gt;
&lt;br /&gt;
Mr. Sadaram, former Secretary of Telangana Legislature, who took oath as TS Chief Information Commissioner, shared the initiatives the commission intends to take in the days to come.&lt;br /&gt;

The commission with one more Information Commissioner, Buddha Murali, began hearing the applications from October 23 and has so far disposed of 380 appeals and complaints.&lt;br /&gt;
&lt;br /&gt;
As per the status of appeals and complaints in the TS Information Commission, Mr. Sadaram said in all, 6,850 appeals and complaints were pending with the commission as on September 13, when the appointments were made.&lt;br /&gt;
&lt;br /&gt;
From September to November-end, 1,233 applications were received, taking the total pendency to 7,703, including the backlog of the united Andhra Pradesh Information Commission.&lt;br /&gt;
&lt;br /&gt;
While the AP Information Commission is yet to be constituted, the total number of pending applications with it is 8,428, including 712 received in the Telangana Information Commission office complex. &lt;br /&gt;
This will be applicable to all RTI queries submitted at the commission&amp;rsquo;s office as part of the second appeal which lacks complete information.&lt;br /&gt;
&lt;br /&gt;
Presently, the inward section of the commission accepts all applications and gives them reference number.&lt;br /&gt;

After new Chief Information Commissioner S. Raja Sadaram took charge recently, it came to his notice that several applications were incomplete and hence, difficult to dispose of.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;A number of such applications are filed every day with the commission. All that the staff concerned do is allot a reference number. But, we now plan to scrutinise each and every application and send back a communication asking for complete details before they are given reference numbers. Simultaneously, we will also inform the Public Information Officers about the second application and seek their clarification. This will enable us to expedite the hearing and dispose of the applications,&amp;rdquo; Mr. Raja Sadaram told The Hindu on Monday.&lt;br /&gt;
&lt;br /&gt;
Mr. Sadaram, former Secretary of Telangana Legislature, who took oath as TS Chief Information Commissioner, shared the initiatives the commission intends to take in the days to come.&lt;br /&gt;
&lt;br /&gt;
The commission with one more Information Commissioner, Buddha Murali, began hearing the applications from October 23 and has so far disposed of 380 appeals and complaints.&lt;br /&gt;
&lt;br /&gt;
As per the status of appeals and complaints in the TS Information Commission, Mr. Sadaram said in all, 6,850 appeals and complaints were pending with the commission as on September 13, when the appointments were made.&lt;br /&gt;
&lt;br /&gt;
From September to November-end, 1,233 applications were received, taking the total pendency to 7,703, including the backlog of the united Andhra Pradesh Information Commission.&lt;br /&gt;
&lt;br /&gt;
While the AP Information Commission is yet to be constituted, the total number of pending applications with it is 8,428, including 712 received in the Telangana Information Commission office complex. Skeletal staff of the AP Information Commission is functioning from Hyderabad, pending appointment of the CIC and the commissioners.&lt;br /&gt;
&lt;br /&gt;
&lt;em&gt;Proper court halls&lt;br /&gt;
&lt;/em&gt;&lt;br /&gt;
The Chief Information Commissioner said another step that the commission intends to take is to have a proper court hall to hear the cases.&lt;br /&gt;
&lt;br /&gt;
In Delhi, Karnataka and Maharashtra, there are separate court halls on the lines of regular ones to hear the cases.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;This will ensure that the hearings are a serious affair,&amp;rdquo; he said, adding that all efforts would be made to ensure that the departments are more pro-active in disclosing information. &amp;ldquo;If the relevant information is in the public domain, the number of RTI applications would come down,&amp;rdquo; he felt.&lt;br /&gt;

He said that many a time, the information sought by the applicant may not be available as there is no proper maintenance of office records. Skeletal staff of the AP Information Commission is functioning from Hyderabad, pending appointment of the CIC and the commissioners.<br /><br /><em>Proper court halls<br /></em><br />The Chief Information Commissioner said another step that the commission intends to take is to have a proper court hall to hear the cases.<br /><br />In Delhi, Karnataka and Maharashtra, there are separate court halls on the lines of regular ones to hear the cases.<br /><br />&ldquo;This will ensure that the hearings are a serious affair,&rdquo; he said, adding that all efforts would be made to ensure that the departments are more pro-active in disclosing information. &ldquo;If the relevant information is in the public domain, the number of RTI applications would come down,&rdquo; he felt.<br /><br />He said that many a time, the information sought by the applicant may not be available as there is no proper maintenance of office records. Info panel initiative to speed up disposal of RTI applications -Ravi Reddy

-The Hindu Communication to be sent to applicants for query details before their appeal is accepted Hyderabad (Telangana): In an initiative that is likely to cheer up the Right to Information (RTI) applicants and activists, the Telangana State Information Commission is evolving plans to send communication to individuals, asking them to complete the deficiencies in their applications being forwarded to the commission. This will be applicable to all RTI queries submitted at the commission’s office as part of the second appeal which lacks complete information. Presently, the inward section of the commission accepts all applications and gives them reference number. After new Chief Information Commissioner S. Raja Sadaram took charge recently, it came to his notice that several applications were incomplete and hence, difficult to dispose of. “A number of such applications are filed every day with the commission. All that the staff concerned do is allot a reference number. But, we now plan to scrutinise each and every application and send back a communication asking for complete details before they are given reference numbers. Simultaneously, we will also inform the Public Information Officers about the second application and seek their clarification.
