In a letter explaining the purpose of the conclave, Rai acknowledged the debate whether the CAG had, under him, overstepped its jurisdiction. &amp;quot;There has been much debate in the past on the CAG&#039;s mandate. However, some of our recent reports on 2G and CWG have generated greater debate on the limitations of the CAG to look into policy matters and report thereupon,&amp;quot; Rai wrote. &lt;br /&gt;
