We will have the major recommendations for NREGA-2 implemented from April 1, 2012,&rdquo; Mr Ramesh told reporters after receiving the report from Mr Shah.</div><div style="text-align: justify">&nbsp;</div><div style="text-align: justify">He, however, rejected the agriculture minister Mr Sharad Pawar&rsquo;s suggestion for curbs on offering jobs to villagers during the three-month peak farming season. &ldquo;We have not accepted the demand for peak season moratorium,&rdquo; Mr Ramesh said but added that the need of the hour was to strengthen synergy between MGNREGA and agriculture and allied sectors.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">&ldquo;The real success of NREGA will lie in raising the agriculture productivity of millions of these farmers who will then be able to return once again to farming and will no longer need to depend on the NREGA for their survival,&rdquo; he said.</div><div style="text-align: justify">&nbsp;</div><div style="text-align: justify">Mr Pawar had written to the Prime Minister Dr Manmohan Singh in November 2011 demanding at least three months in a year should be considered &ldquo;off-duration&rdquo; for the MG-NREGA so that farm labourers were available for agricultural operations.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The Mihir Shah panel was set up to strengthen synergy between the Mahatma Gandhi National Rural Employment Guarantee Act and rural livelihood, especially farming.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Mr Shah said it was largely a &ldquo;myth&rdquo; that the rural job scheme was in direct conflict with farming. Agreeing with him, Mr Ramesh said even otherwise 70 per cent of NREGA activities in the last six years involved agri-related works like water harvesting. &nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">&ldquo;In short, the perception of conflict between the rural jobs scheme and agriculture was based on a number of misconceptions. The fertility of soil has been improved across the country by various NREGA activities,&rdquo; the report said.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">According to the panel&rsquo;s recommendations, the new version of NREGA would now take up projects like watershed related works like farm bunding, earthen dam, system rice intensification, farms ponds, etc. Mr Shah said the recommendations of NREGA-2 had been framed taking into consideration suggestions from states.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The minister denied that NREGA has only contributed in enhancing corruption in rural areas and said the modified guidelines of the scheme will lead to greater efficiency and transparency.</div>'
