NEW DELHI: Rural development minister Jairam Ramesh has come out in support of the demand that SCs/STs be deemed to be poor with the exclusion of government employees and tax payers among them, adding a new twist to the debate on the identification of poor.

Responding to the issue raised by social justice minister Selja, Ramesh told TOI, "I am for dalits and tribals being considered poor with the exclusion criteria as stated by my Cabinet colleague."

The rural minister, incharge of the ongoing socio-economic caste census (SECC) to identify the poor, told Selja that he has asked the Abhijit Sen committee to examine the request for "automatic inclusion" of SCs/STs among the poor. The Sen panel is charged with finalizing the list of poor from the census.

The convergence between the two ministers with the mandate of poor and dalits/tribals may put pressure on the government to alter the methodology for automatic inclusion in SECC finalized by the Union Cabinet in May 2011.

Selja, in letters last week to the Planning Commission and the rural development minister, sought a change in parameters for identifying the poor.

Presently, being SC/ST is just one of the seven indicators of deprivation to grade households, enumerated in SECC, on the poverty index while five types of households are to be automatically categorized as poor.

"What you are asking for in your letter is a change in the methodology for automatic inclusion which was decided by the Cabinet on May 19, 2011. I am asking the Abhijit Sen committee to examine your request on a priority basis," Ramesh wrote to Selja.

Identification of the poor has proved tricky over the years and the Centre has refined the system to bring in the method of "automatic inclusion" to ensure that social groups most likely to be poor do not fall through the cracks of the poverty census. Households deemed to be poor include the shelterless, destitutes, manual scavengers, denotified tribes and bonded labour.

The issue is contentious because entitlement programmes target Below Poverty Line households.

However, Ramesh underlined that the government was moving away from BPL as eligibility criteria like sanitation-related Nirmal Bharat Abhiyan, housing for poor (Indira Awas Yojana) as also National Rural Livelihoods Mission. "You already know that the proposed food security bill does away with BPL/APL," he wrote to Selja.
