JNNURM buses to be redesigned

The shape and size of buses funded under the Jawaharlal Nehru National Urban Renewal Mission are set to change soon.

The urban development ministry is working on new “specifications” following several complaints about the design of these buses.

The main problems relate to ventilation and cramped standing space. Another relates to the massive size of the low-floor buses, which work well for a city like Delhi with its wide roads but not in small towns.

Now, the urban development ministry will be bringing in mini and midi buses.

The new specifications also aim at bringing down the cost of the buses, which have low mileage. “It is a learning experience. We are not bringing drastic changes in design, we are just improving it,” secretary, urban development, Sudhir Krishna said.

He added that the main problem was maintenance. “In Calcutta, for example, there is no special-purpose vehicle for repair of these buses. The buses are repaired by any roadside mechanic.”

The first Urban Bus Specification had laid down the basic framework in 2008. This included height and width of the door and windows among other things. The document was meant to provide industry with a guideline.

The JNNURM buses have literally become the face of the mission, with its logo splashed across the side of the vehicles in each city.

“Our main aim is to replicate a metro kind experience and yet keep the cost in check,” said officer on special duty, transport, S.K. Lohia.

The ministry meanwhile is conducting studies across 12 cities to identify service-level benchmarks on the basis of which future urban transport projects would be planned.

The Centre for Environment Planning and Transport, Ahmedabad, the Institute of Urban Transport and the Urban Mass Transit (both Delhi based) have been engaged to conduct this study. The study would be conducted in Jammu, Mysore, Patna, Ahmedabad, Surat, Hooghly, Kohima, Bhubaneswar, Delhi, Jaipur, Vijayawada and Nanded.

It has also recently formed a seven-member Metro advisory board. This will be the first time that an overarching board will advise and coordinate all Metro project across the country. “The Metro Advisory Board has been constituted for the purpose of assisting and advising the central government in matters pertaining to Metro Railway,” Krishna said.
