About 10 per cent of the acquired land will be earmarked for rehabilitating the PAPs. They can either claim compensation for their land or opt for 25 per cent of the acquired land in the vicinity of the project area.<br /><br />If a family without a salaried income and having an annual income below Rs.75,000 is rendered homeless and landless due to acquisition, three cents of land will be provided to them. House rent grant will be paid for a minimum period of six months to those who lose their houses and have no other dwelling. Jobs with permanent income will be provided to one member of every family displaced for employment-generating projects.<br /><br />The compensation will include the land value based on negotiated price and the value of the structure without depreciation.<br /><br />A one-time assistance will be given to tenants in occupation, for a minimum of three years, who lose their source of income. Roadside vendors and small-scale industries fall in this category. Urgency clause will be invoked for acquisition only in the rarest of rare cases.<br /><br />The land acquired for a specific purpose should be utilised within three years, failing which it will be taken over by the Revenue Department and assigned for any other public purpose. In the case of development and infrastructure projects, the PAPs would be given a chance to become shareholders and will be offered stocks in the upcoming projects up to the value of the land acquired in lieu of the compensation. Local bodies have to give priority to the PAP tenants who were running businesses while assigning space in commercial complexes constructed by them.<br /><br />The Administrative Department will carry out a social impact assessment wherever needed before the acquisition begins and the report will be placed before a high-level empowered committee headed by the Chief Secretary and comprising the Revenue, Law, and Finance Secretaries as well as the Secretary of the Administrative Department.<br /><br />Clear norms will be prescribed for the functioning of the committee and also on where study is necessary. District-level committees headed by the District Collector, Revenue Divisional Officer or Sub-Collector, finance officer of the Collectorate, Deputy Collector in charge of land acquisition, and a representative of the requisitioning agency will be formed for fixing the land value.
