The proposed law, which will replace the Land Acquisition Act, 1894 that suffers from various shortcomings, including silence on the issue of resettlement and rehabilitation of those displaced, stipulates mandatory consent of at least 70 per cent of landowners for acquiring land for Public Private Partnership (PPP) projects and 80 per cent for acquiring land for private firms. </p><p align="justify">There were 142 members present in the House during vote, of which 131 voted in favour of the Bill. There was one abstention. </p><p align="justify">The Bill, which was passed in Lok Sabha on August 29, was passed in Rajya Sabha after the government agreed to some last-minute amendments pushed by Madhya Pradesh Chief Minister Shivraj Singh Chouhan. </p><p align="justify">Earlier, the introduction of the Bill was delayed by over two hours due to logjam following persistent sloganeering by JD(U) MPs and counter-protests by BJP MPs over the allegations levelled by suspended IPS officer D G Vanzara, arrested in fake encounter cases, against Gujarat Chief Minister Narendra Modi. He asked the government to assure the House that special powers of urgency for land acquisition as envisaged in the Bill will never be invoked for the sake of private owners. Yechury also demanded removal of Schedule IV of the Bill saying this was of particular concern and sought more clarity on the definition of public purpose for acquiring land.</p>'

Land Acquisition Bill gets a green signal from Rajya Sabha

-The Indian Express   Rajya Sabha on Wednesday passed the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013. The proposed law, which will replace the Land Acquisition Act, 1894 that suffers from various shortcomings, including silence on the issue of resettlement and rehabilitation of those displaced, stipulates mandatory consent of at least 70 per cent of landowners for acquiring land for Public Private Partnership (PPP) projects and 80 per cent for acquiring land for private firms. There were 142 members present in the House during vote, of which 131 voted in favour of the Bill. There was one abstention. The Bill, which was passed in Lok Sabha on August 29, was passed in Rajya Sabha after the government agreed to some last-minute amendments pushed by Madhya Pradesh Chief Minister Shivraj Singh Chouhan. Earlier, the introduction of the Bill was delayed by over two hours due to logjam following persistent sloganeering by JD(U) MPs and counter-protests by BJP MPs over the allegations levelled by suspended IPS officer D G Vanzara, arrested in fake encounter cases, against Gujarat Chief Minister Narendra Modi.
