Their criticism came a day after Prime Minister Narendra Modi, who chaired a meeting of the governing council of the Aayog, warned the Opposition that the deadlock over the bill was "seriously" impacting rural development. Sources said NCP leader Sharad Pawar criticised yesterday's discussions in the Aayog, calling the meeting an "insult to Parliament". Samajwadi Party leader Ram Gopal Yadav too termed the meeting "extremely objectionable". Bhartruhari Mahtab of Odisha's ruling BJD said the Prime Minister was undermining parliamentary institutions by holding parallel meetings. The Niti Aayog meeting, attended by chief ministers from 16 states apart from Modi and finance minister Arun Jaitley, held thorough discussions on the proposed amendments to the bill. At the meeting, the NDA-ruled states said they were keen on framing their own acquisition laws to facilitate growth if the central law is delayed because of opposition from political parties. Today, at the meeting of the joint committee of both the Houses, the Congress members asked panel chairperson S.S. Ahluwalia to raise their complaints regarding the parallel discussions with the Lok Sabha Speaker and the Rajya Sabha chairperson. Sources said Ahluwalia appealed to the members not to be affected by the discussions conducted by the government, pointing out that the House committee was accountable to Parliament and should do its job. The committee, however, couldn't transact much business today since officials of the department of land resources and other related ministries gave the discussions a miss. Sources said the panel would meet again on July 22 to hear the officials. The panel, which has already taken a week's extension from July 21 to July 28, is likely to seek another till August 3. The sources said it would start writing its report after hearing the officials. Since the monsoon session will continue till August 13, the government will have a small window to push the bill in Parliament. The sources said the panel has received 672 representations of which 670 have opposed the proposed changes. Altogether 52 persons and organisations have deposed before the panel. Except for industry bodies like Ficci and the CII, the others have opposed the changes like making consent and social impact assessment provisions optional for acquisition for public-private-partnership projects. Yesterday, at the Niti Aayog meeting, Jaitley had supported the NDA chief ministers when they argued for framing their own laws on acquisition. Congress leader Jairam Ramesh countered the argument, saying: "States can make their own laws. But if they are in conflict with the central law, the central law will override." |
