Left for land bill debate

-The Telegraph

The Left today said a degree of consent should be obtained even for land acquisition for public purpose and demanded the land acquisition bill be sent back to a parliamentary committee and not taken up for passage.

"The present bill says there is no need for consent of those affected if land is acquired for government purpose. We are opposed to it. We feel a degree of consent is needed even in cases of acquisition made by the government. What the degree would be can be discussed," CPM politburo member Sitaram Yechury said after a meeting of the four Left parties today.

Yechury, however, indicated the Left's intention to scale down its demand for 100 per cent consent for private projects to 80 per cent.

"We are okay with 80 per cent consent since it is difficult to acquire land when some owners refuse in a contiguous area," Yechury said.

During a meeting with rural development minister Jairam Ramesh on Wednesday, the CPM had insisted on the consent of 100 per cent landowners if land was being acquired for private developers.

However, the party appears to have softened its stand under pressure from the Bengal unit, which argued it would be virtually impossible to acquire any land for industrialisation with the 100 per cent consent clause. It pointed to Singur, where the then Left Front government had acquired land for the Nano plant despite opposition from a section of the farmers.

The Trinamul Congress wants 100 per cent consent for all projects, including public purpose.

"Since the bill presented now has been totally changed from that which was considered by the standing committee, the Left parties reiterate their demand that it be referred back to the standing committee or be taken up by a joint select committee," a statement from the Left parties said.

It said the Left was not in "agreement with some basic provisions" in the present bill.
