While Congress general secretary Rahul Gandhi is on Bharat Bhraman assuring Dalits, tribals and other unprivileged their share in growth, rural development minister Jairam Ramesh has tasked himself with ensuring party scion’s mark in the government policy. Livelihood compensation for displaced landless on a par with landowners, share in the price appreciation of land with the project, acquisition in strict accordance with the tribal and forest dwellers acts are the new formulations in the land acquisition bill that Ramesh is giving a final shape now.

“These new provisions which we see as guiding principles are what Rahul Gandhi suggested. He wants us to do a balancing act so that the acquisition is not an intolerable burden for project developers,” Ramesh said.

Gandhi has been visiting people opposing land acquisition in Orissa and UP assuring them a say in the policy.

A day after his promotion , Ramesh had announced one legislation for acquisition and relief as proposed by National Advisory Council under UPA chairperson Sonia Gandhi.

The rural ministry is preparing a new version of the bill in time for Cabinet approval and introduction in the Monsoon session starting Monday.

While NAC proposed consent of 70% of the local people to the project for which the state would acquire land, the ministry is working to make it 80%. The effort is to make the central policy more farmer-friendly than what UP chief minister Mayawati recently announced.

“We are incorporating a provision where 20% of the appreciation in land value following the project would be given to the land owner for 10 years,” said NC Saxena, NAC member and key member of the ministerial consultations.

The new bill also limits emergency clause to only defence and natural calamites.
