In a reply to a query asked under RTI by the city-based activist Abhay Kolarkar, upper secretary-cum-PRO of state General Administration Department SH Umranikar, informed that the panel took about three years to complete the probe and involved expenditure of Rs3,71,46,450. Nevertheless, the entire expenditure which was made from the precious taxpayers money, had gone down the drain after Maharashtra cabinet rejected the report apprehending action against several senior ministers and bureaucrats. It was rejected during winter assembly session in Nagpur on December 20 resulting in a furore all over the country. The report named four former chief ministers, including Ashok Chavan, union home minister Sushilkumar Shinde and late Vilasrao Deshmukh and Shivajirao Nilangekar Patil, along with minster of state for higher and technical education Rajesh Tope and water resources minister Sunil Tatkare for allegedly granting patronage to the scam-tainted Adarsh Society. In fact, Chavan, whose relatives had acquired flats in the 31-storey Colaba tower, was indicted on both counts - for patronage as well as providing clearances for benefits. It was only after Congress Vice-President Rahul Gandhi's snub that Chief Minister Prithviraj Chavan had partially accepted the report while announcing action against indicted bureaucrats. He however granted a clean chit to the politicians. The first part of the report was submitted in April 2012 where it cleared the speculation regarding the land on which the Adarsh tower was built. It stated that the area belonged to the government and not the defence ministry as speculated earlier, and that the housing scheme was not meant for Kargil war heroes. The two-member panel was given initial period of there months to probe the irregularities but it took it almost three years. The report termed the scam as "a shameless tale of blatant violations" that reflected "greed, nepotism and favouritism".
