Poor in rural areas seem disinclined to seek employment under the scheme; low wages and delay in payment are cited as reasons

Despite a severe drought in 2015-16, many of the poor in rural areas of Telangana, except in a couple of districts, seemed to be disinclined to seek employment under the Mahatma Gandhi Rural Employment Guarantee Act (MGNREGA).

Low wages and delay in its payment apart from various other factors were cited as reasons for lukewarm response to the employment scheme, which was aimed at strengthening the livelihood resource base of the poor.

That MGNREGA has failed to attract the rural poor is evident from the fact that less than half of the 55.6 lakh households with 1.3 crore registered individuals, who were issued job cards under the scheme in Telangana, utilised the scheme in 2015-16.

As per the final memorandum on drought in Telangana, submitted by the State government to the Centre in December last, only 38.2 lakh wage seekers belonging to 22 lakh households reported for work during the year.

Moreover, though MGNREGA provides for not less than 100 days of skilled manual work as a guaranteed employment in a financial year, only 96,548 households completed 100 days during the year.

The MGNREGA has been implemented in Telangana in 8,517 gram panchayats covering 436 mandals in nine districts. In 2015-16, the State government had declared 231 mandals as drought-hit in which 28.7 lakh job cards were issued covering 66 lakh individuals.

However, the memorandum stated that only 19 lakh individuals belonging to 11 lakh rural households reported for wage employment during the year. The government memorandum stated that the average wage rate under the MGNREGA was Rs. 125. Enquiries revealed that this amount was much less compared to what a labourer can get as daily wage in various unorganised sectors, particularly in urban areas.

Consequently, the scheme, despite its lofty objectives, failed to stop migration from rural to urban areas in most of the districts in draught-prone Telangana.

Last week, the Supreme Court had slammed the Centre for delayed payment of wages under the MGNREGA.
