Mining dumps may cause pollution hazards: Dinsha Patel

PANAJI: The Union mines ministry hasn't ruled out pollution hazards while handling mining dumps in Goa.

Union mines minister Dinsha Patel told parliament on Tuesday, "Such possibilities (pollution hazards while moving dumps) cannot be ruled out, and the same has been brought to the notice of the state government by the Indian bureau of mines, a sub-ordinate office under the ministry of mines, for proper environmental clearances as pre-requisites for dump removal or mining."

Patel also said that there are around 750 million tonnes of mining dump lying in various parts of Goa.

Replying to an unstarred question by Rajya Sabha MP Santaram Naik, Patel said that disposal of mining dumps have been reflected in the state government's draft mining policy, which is yet to be finalized.

The draft mining policy states that dump exports shall be capped at a maximum of 25 million tonnes per season, and a total capping of 45 million tonnes annually.

Chief minister Manohar Parrikar on Monday informed mining dependents that he hopes that dump handling will start from May 2013.

Congress legislative party spokesperson, Aleixo Reginaldo Lourenco, on Tuesday said that environment and forest minister Alina Saldana should keep watch on whether proper environment impact assessment is done before the government starts dump handling.

The union mines ministry said that since dumps are a result of mining operations and that dump handling has an impact on the environment, appropriate environmental clearances and other clearances, as part of the clearance of mining operations of the identified owner of the dumps, should be pre-requisites.

The mines ministry had requested that the draft policy should be referred to the ministry of mines before any action is taken to notify the same.
