A well-established nexus between coal smugglers, Maoists and a section of police has ensured illegal mining is a thriving trade in the coal belt and it was no different in Bokaro today, barely 24 hours after a cave-in led to the death of five women at Jhungurghuttu, just about 400 metre away from Chandrapura police station. According to an intelligence bureau report, coal mined illegally from areas in Chandankyari, Chandrapura and Petarwar was being smuggled into Bengal, while the spoils from Nawadih, Gomia and Bermo were reaching Uttar Pradesh and Bihar using GT Road. A senior IB officer said that on an average, coal worth more than Rs 7-8 crore was being smuggled out of Bokaro in a month alone. “If you consider Bokaro and Dhanbad together, smuggled coal will be worth over Rs 300 crore annually,” he said. The Telegraph visited some of these mines on Wednesday to find that the coal retrieved from there was being stocked in nearby forests where they were being guarded by rebel gangs. The IB report alleged that the police were a part of the nexus and were looking the other way in lieu of monthly payments — to the tune of Rs 20,000 to Rs 50,000 — made to junior and a few senior officers. Maoists, the report added, charged rates based on the number of tonnes of coal they were guarding. On Wednesday, the police were on a desperate damage control mode. Bokaro SP Kuldip Dwivedi suspended two officers in charge Suresh Prasad (Chandrapura) and R. S. Toppo (Mahuatand), holding them responsible for Tuesday’s lapse, while coal belt DIG Laxman Singh hurriedly sent off letters to coal companies, asking for a report on sites where illegal mining was on. Bokaro deputy commissioner Sunil Kumar was on the job, too. He sent letters to general managers of coal companies on Wednesday, reminding them about discussions they had had recently when they were asked to seal all abandoned coal mines where illegal mining was being carried out. “I had asked for a report from the GMs to put an end to this practice. It has not come in as yet. If I don’t get a reply within the next three days, I will penalise them as per law,” he told The Telegraph. Coal belt DIG Singh claimed he had constituted a task force to deal with illegal mines. “I have constituted a special task force to plug illegal mines. If any illegal coalmine is found to be operational, the OC of the local police station will be suspended,” he said.
