Kamaraj has reiterated the stand of the State that it should be exempted from the Food Security Bill piloted by the Central Government.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Speaking at a conference of the Food Ministers in New Delhi on Wednesday, Mr.Kamaraj pointed out that the Universal Public Distribution System (UPDS), being implemented in Tamil Nadu for several decades, covered the &ldquo;entire population&rdquo; of the State and &ldquo;there is no dichotomy between urban and rural population&rdquo;. However, the targeted PDS (TPDS) proposed to be introduced by the Central Government restricts the coverage to 75 per cent of the rural population and 50 per cent of the urban population. Hence, implementation of the TPDS would lead to &ldquo;deprivation of benefits already available to larger section of the public&rdquo; (in Tamil Nadu).</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Referring to the proposed nutritional support and free meals to pregnant women, the Minister contended that Tamil Nadu Chief Minister Jayalalithaa had already been implementing a number of welfare schemes for the benefit of such people.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">While TPDS makes the urban local bodies and panchayati raj institutions responsible for running the fair price shops, in Tamil Nadu the co-operative societies and Tamil Nadu Civil Supplies Corporation are running these shops successfully for decades. &ldquo;Any change in the system will derail the functioning to a large extent&rdquo;.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The Minister said that the Chief Minister had already written to the Prime Minister regarding the &ldquo;hassles and setbacks in the implementation of the TPDS&rdquo; at the cost of the successful UPDS implemented in Tamil Nadu. Ms.Jayalalithaa had stated that the Central Bill on Food security was &ldquo;replete with confusion and inaccuracy&rdquo;.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Besides, there is no room for the States, who are in direct contact with the targeted population, to make changes in the proposed system.
