Besides, the proportion of households not having this facility in urban areas rose slightly between 2009 and 20012, official data have shown. Supply of free water up to 700 litres to every household was one of the main promises that delivered second highest seats to debutant Aam Aadmi Party (AAP) in the recent Delhi assembly elections.   </p><p align="justify">More than half of the households in villages in the country had no drinking water facilities within their homes in 2012, a recent National Sample Survey Office (NSSO) study revealed.</p><p align="justify">Around 58% of rural households had no supply of drinking water in 2012, which was, however, a slight  improvement compared  to 2008-09 when 60% did not  have such amenities. The report was based on the 69th round of the National Sample Survey Office (NSSO) which covered a period of  July-December, 2012 compared to the previous such report based  on the 65th round covering July, 2008 to June,  2009.</p><p align="justify">In the urban counterparts, the situation was comparatively better as around 33% of households had no access to potable water at homes in 2012.  However,  the situation got deteriorated compared to 26% households not having such a facility in the earlier survey.</p><p align="justify">Amitabh Kundu, chairperson of the working group of the latest report, told Business Standard: &quot;This is a matter of some concern.&quot;</p><p align="justify">In as many as 15 out of 28 states, less than half of the households in villages had water supplied at their homes. As a result of this, large number of people in Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan, Odisha and West Bengal had to walk as far as half a kilometer to get drinking water.</p><p align="justify">Kundu said the percentage of households who had to travel a distance between 0.2 to 0.5 km to fetch potable water did not go down in rural areas and in urban areas it went up between the two periods.</p><p align="justify">Mihir Shah, a member of Planning commission and also the co-Founder of Samaj Pragati Sahayog (SPS), which  is an initiative for water and livelihood security, said that a paradigm shift is required in water management in India.</p><p align="justify">Shah said there are new proposals in the 12th five year plan in this regard. A note written by Shah points out: &quot;waste water treatment and recycling will be an integral part of every water supply plan or project.The Twelfth Plan will focus on the need to invest in water and waste management in human settlements based on a strategy that is both affordable and sustainable&quot;.</p>               </font>
