Another provision in the bill is the constitution of a national authority, as well as state authorities, as monitoring bodies that will also redress grievances. The bill has tried to facilitate the prosecution of public servants who fail to discharge their duty in dealing with incidents of communal violence.&lt;br /&gt;
&lt;br /&gt;
A major problem now is getting the sanction to do so from the state governments. The bill suggests that if such sanction is not granted within 30 days of application, the sanction will be deemed to have been granted.&lt;br /&gt;
&lt;br /&gt;
Another provision in the bill is the constitution of a national authority, as well as state authorities, as monitoring bodies that will also redress grievances. These agencies will not supersede the law-enforcement machinery but will strengthen it and make it more accountable, the council said.&lt;br /&gt;

The draft bill provides several rights to the victims. These include the right to get protection, the right to appeal and the right to file a complaint with the national or state authorities if they are aggrieved at any failure of the system to protect them or secure them justice.&lt;br /&gt;

Under the bill, the state will have a legal duty to rescue victims and provide them relief, rehabilitation and compensation. The objective is to ensure that the victims are restored to a situation better than the one they were in before they were affected by targeted violence.&lt;br /&gt;

The council has also made a recommendation about domestic workers&amp;rsquo; rights at a time the government is preparing a national policy for them. It has recommended a larger labour rights framework that includes domestic workers in its ambit.&lt;br /&gt;
