NAC to firm up food security bill by Nitin Sethi

The Sonia Gandhi-led National Advisory Council (NAC) will meet on August 30 to finalise the contours of the National Food Security Bill.

The meeting is expected to decide on the beneficiaries for UPA's big-ticket social scheme and their selection procedures.

At its last meeting, NAC had drawn part conclusions, including National Food Security Act would be rolled out in a staggered way. For instance, 150 most poor districts are being initially targeted for `universal coverage', and the beneficiaries in urban areas have been decided on the basis of the Planning Commission committee that is working on identification of urban poor.

But the complete plan -- beyond the first phase -- is yet to be firmed up.

Sonia Gandhi has asked the sub-committee of NAC looking at the food security bill to consult all stakeholders before firming up the numbers.

While the Congress chief had made it clear that cost would not be a constraint for the scheme, concerns about availability of foodgrains haveremained unanswered. NAC members, sources said, had met officials as well as civil society groups through the month to come up with a couple of options.

In the August 30 meeting, NAC is expected to resolve two key questions: the number of people who will get rice and wheat for Rs 3 per kg, and fixing the price of foodgrains for people living below the poverty line.

The Planning Commission and a section within the government, demanding reduction of subsidies, have been recommending that the scheme, at best, be rolled out as per the numbers put up as cut off by the Tendulkar Committee report, which works out to 37.2% of the population.

While the right to food campaign has demanded complete universalisation, some have suggested that the artificial cut-off by the Centre should not imposed. Instead, all vulnerable, needy and poor sections of the society ought to become an integral part of the scheme.

This view was backed at the last NAC meeting.

As far as fixing the price for foodgrains for those above the poverty line is concerned, consensus seems to be emerging towards linking it to Minimum Support Price that the farmers get while buying their grains.
