                <div align="justify">For the first time since the launch of the National Rural Employment Guarantee Scheme (NREGS) in the 2005-06 fiscal, the combined plan outlay for the Ministries of HRD and Health has surpassed that of the Department of Rural Development, which administers doles like the NREGS, old age pension and rural housing grants to the poor.<br /><br />The UPA regime has for the first time cut outlay &mdash; by about 2 per cent &mdash; for the Ministry of Rural Development (of which the Department of Rural Development is part), while raising outlays for the education and health sectors by 24 per cent and 20 per cent respectively.<br /><br />Much of the increased outlay can be attributed to schemes like the Right to Education Act that came into effect last year.<br /><br />The Union Budget for 2011-12 has provided for a plan expenditure Rs. 74,100 crore for the Department of Rural Development. HRD (Rs 52,060 cr) and health (Rs 26,760 cr) have together got a total Rs. 78,820 crore.<br /><br />The last time this happened was in the Budget for 2005-06, in which plan expenditure for HRD (Rs 19,119 cr) and health (Rs 9,682 cr) added up to more than the outlay for the Department of Rural Development (Rs 18,334 cr). Since the launch of NREGS, however, the thrust has remained firmly on rural development.<br /><br />Giving further evidence of the shift of focus from doling out funds to the aam aadmi to sectors that empower the common man, Finance Minister Pranab Mukherjee announce no hike in the allocation for NREGS, and in fact cut it marginally from Rs. 40,100 crore to Rs. 40,000 crore.<br /><br />On the other hand, the Sarva Shiksha Abhiyan, which will be the vehicle for the right to education, saw a 40 per cent jump in allocation from Rs 15,000 crore to Rs 21,000 crore.<br /><br />The allocation for the department of Rural Development has gone up by over 300 per cent between 2005-06 and now. The Department hogs about 85 per cent of the budget for the Rural Development Ministry, and is the nodal agency for the NREGS.<br /><br />The HRD Ministry was pitching for an allocation of Rs 80,000 crore to run its flagship programmes, stabilise the several new IITs, IIMs and central universities, and push forward the goals of right to education. Instead, it has got Rs 38,957 crore for school education and Rs 13,103 crore for higher education.<br /><br />The plan outlay for health has jumped 20 per cent from Rs 22,300 crore in the last fiscal.
