Citing social and economic causes which were the root of the Naxal menace, he asked the young IPS probationers to show sensitivity to recognise the social and economic roots of disaffection among tribal societies and gain an in-depth knowledge of a number of such factors during their training modules.<br /><br />On the growing problem of terrorism which India faces, sometimes supported by forces outside the country, the Prime Minister warned there “are dangers that terrorism can become an internal intruding problem as well.”<br /><br />“This is one area which requires very sensitive handling and I would urge you to devise credible effective strategies to deal with this very sensitive issue. If it is terrorism driven by outside forces or sent to our country, it is in some way easy. But if the terror modules are to be found in our country and some misguided elements of our society take to that path, I think we have to tackle this problem with all the sensitivity that it requires,” he told the IPS probationers.<br /><br /><em>Crime in metros<br /></em><br />Touching upon rapid urbanisation and the growth of metropolitan cities, he said that crime assumed special forms.“We find for example in metropolitan cities, violence against women is growing. “Show sensitivity to recognise disaffection among tribal societies”
“Terrorism can become an internal intruding problem also” Violence against women and elderly is growing: Prime Minister Terrorism, Naxalism, communalism, and management of law in metropolitan cities have thrown up immense challenges to the law and order machinery, Prime Minister Manmohan Singh cautioned over the week end . Pointing out that the tribal areas of central India were in the grip of Naxalite menace, Dr. Singh said if it was not controlled, the country would have to bid goodbye to its ambitions of sustaining a growth rate of 10-11 per cent per annum. He emphasised that a healthy and steady growth rate was needed to get rid of chronic poverty, ignorance and disease that still afflict millions and millions of our citizens. Addressing Indian Police Service (IPS) probationers here, the Prime Minister said Naxalism afflicted parts of central India, where the bulk of India's mineral wealth was concentrated. Citing social and economic causes which were the root of the Naxal menace, he asked the young IPS probationers to show sensitivity to recognise the social and economic roots of disaffection among tribal societies and gain an in-depth knowledge of a number of such factors during their training modules. On the growing problem of terrorism which India faces, sometimes supported by forces outside the country, the Prime Minister warned there “are dangers that terrorism can become an internal intruding problem as well.” “This is one area which requires very sensitive handling and I would urge you to devise credible effective strategies to deal with this very sensitive issue. If it is terrorism driven by outside forces or sent to our country, it is in some way easy. But if the terror modules are to be found in our country and some misguided elements of our society take to that path, I think we have to tackle this problem with all the sensitivity that it requires,” he told the IPS probationers. Crime in metros Touching upon rapid urbanisation and the growth of metropolitan cities, he said that crime assumed special forms.“We find for example in metropolitan cities, violence against women is growing. Violence against elderly citizens is growing in intensity. And, therefore, the problems of managing urban complexes, metropolitan complexes and maintaining law and order in large metropolitan cities, it requires an in-depth knowledge and experience of how we can combine the knowledge of science, economics and of sociology to devise strategies which will help us to control threat to law and order,'' Dr. Singh said. While dealing with law and order problems, he asked the probationers to keep in mind the fact that India “is one large common market where people can move freely from on one part of the country to another, where goods can move freely from one part of our country to another.” He pointed out that in other countries and in Europe, people have struggled to create common markets. “This is a gift that has come to us from the founding fathers of our Republic and you must be always be mindful of preserving, building on and nurturing that concern for the unity and integrity of our country,'' the Prime Minister said. |
