                <p align="justify"><font ><em>Commission pulls up Puri district Collector&nbsp; </em></font></p><p align="justify"><font >The National Human Rights Commission (NHRC) has directed the Orissa government to register an FIR and act against persons, who illegally confined 17 persons in Puri district and extracted menial works from them under the pernicious custom of &lsquo;bartan&rsquo;, a manifestation of the bonded labour system.</font></p><p align="justify"><font >The Commission, which pulled up the district Collector, told the government to take action against the officials who failed to stop this practice followed by the upper castes who direct the victims to wash the feet of visitors to the families and remove plantain leaves with leftover food items for cleaning the place.</font></p><p align="justify"><font >The NHRC was acting on a complaint filed by Mr. Baghambar Patnaik of Puri district, who had alleged that 17 persons and many others were victims of &ldquo;bartan&rdquo;. </font></p><p align="justify"><font >Under this custom, the upper caste families in a village give an advance of a little quantity of paddy for each married male at a particular time of the year and in return, that person called &ldquo;sewak&rdquo; had to render service, including doing menial jobs, to all the members of the family throughout the year without any remuneration, he said.</font></p><p align="justify"><font >The National Human Rights Commission earlier turned down the inquiry report of the district Collector, who denied existence of &ldquo;bartan.&rdquo; </font></p><p align="justify"><font >It gave two months time to the State authorities to submit action taken report.</font></p><p align="justify"><font >It observed that any custom, which forces a person to wash the feet of another or to remove leaves containing left over food after community feast, was against the human dignity and such practice must be abandoned. </font></p><p align="justify"><font >The State Government had the duty to abolish such customs.</font></p><p align="justify"><font >The NHRC recorded: &ldquo;there can be no doubt that the practice of &lsquo;bartan&rsquo; is a manifestation of the bonded labour system as defined in the Section 2g of the Act&rdquo; (Bonded Labour System Abolishing Act). </font></p><p align="justify"><font ></font></p>               </font>
