However, its execution requires proper monitoring. I urge you to form a committee of assembly members under your chairmanship to oversee proper execution of the schemes listed under the special package. If you wish and the House agrees, you can also include some members from the legislative council in that committee and make it a joint committee of both the houses of state legislature. $disp = '<div align="justify">-The Times of India<br /><br /><em>PATNA: </em>In an apparent move to politically besiege PM Narendra Modi on his announcements during the recently concluded assembly elections, CM Nitish Kumar on Tuesday urged the assembly speaker to form a joint committee of state legislature to monitor execution of works under all the schemes listed in the much-publicised Rs 1.65 lakh crore special package for Bihar.<br /><br />The CM proposed that the joint committee should be headed by speaker Vijay Kumar Choudhary.<br /><br />&quot;We welcome the Bihar package announced by the PM. However, its execution requires proper monitoring. I urge you to form a committee of assembly members under your chairmanship to oversee proper execution of the schemes listed under the special package. If you wish and the House agrees, you can also include some members from the legislative council in that committee and make it a joint committee of both the houses of state legislature. The committee will look whether the schemes are being implemented as per the ingredients of the package announced by the PM,&quot; Nitish told the speaker while presenting his reply on the vote of thanks on the governor's address to the joint session of state legislature.<br /><br />As the leader of opposition Prem Kumar tried to interrupt the CM on his demand for a joint committee by raising the issue of rising incidents of serious crimes in the state, the speaker intervened and announced that the leader of opposition would also be a member of the proposed joint committee.<br /><br />Nitish said Union finance minister Arun Jaitley, in response to his letter, had categorically informed the Bihar government that the projects listed in the Bihar package are the schemes being already implemented by various ministries of union government and they all would be executed by the respective central government's departments and agencies.<br /><br />Making a veiled attack on PM without taking his name, the CM said a public leader should always remain true to his words. &quot;Ensuring no difference in your words and deeds is very important in democracy,&quot; Nitish said while attacking the PM for allegedly not fulfilling the promises he had made to people of the country during the 2014 general elections.<br /><br />Elaborating details of his seven 'nischay' (promises) in his hour-long address, Nitish said his government was committed to implementing all seven promises in the next five years besides executing other ongoing welfare programmes of the state government.<br /><br />Replying to the opposition's allegation of deterioration in law and order, Nitish said would maintain 'rule of law' across the state. &quot;Rule of law is prevailing and it will continue to prevail even in future.
