And while constituencies with BJP MLAs reported an average expenditure of Rs 5.51 crore last year, those with JDS legislators reported an average of Rs 4.41 crore and those with Congress ones only Rs 3.74 crore.</p><p align="justify">IndiaGoverns has not put out a subjective analysis of the decline in usage of the scheme.
