Though Right to Education (RTE) act caters to the educational needs of children aged between 6 and 14 years, Karnataka has decided to also bring in pre-school students under its ambit.

Unaided educational institutions that have pre-school facility, must implement the act from pre-school (LKG) level.

Moreover, even at this level the state government has also decided to reimburse a part of the fee to the schools. The education department has issued a circular stating that the government will reimburse Rs5,924 per annum, per student, who gets admission to pre-school education under 25% RTE reservation. Many parents seemed unaware of this incentive at pre-school level.

However, most private institutions, which offer pre-school education, feel the reimbursement offered by the state government is less and are demanding more. “We spend at least Rs15,000 to Rs20,000 per child per annum to provide facilites such astoilets, playgrounds, etc. “When we spend that much we want the government to reimburse at least 75% of that,” said a management representative of a reputed school in the city, which also runs a pre-school.

But state government sources said the above amount will not be changed. “It is final and there will be no changes in that circular. RTE intends to cater the needs of economically backwards students. The school managements should follow the rules and provide 25% reservation to those who submit supporting documents to prove their financial status,” said a senior official of the state department of public instructions.

Meanwhile, the school managements have also expressed unhappiness towards the reimbursement amount fixed for students in higher classes. The fee reimbursement for first standard is Rs11,848.
