The State government, which has already held four consultations on the issue in Koraput, Kandhamal, Keonjhar and Mayurbhanj districts, will soon make the draft report public.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Government sources said Revenue and Disaster Management department will fix offset prices of tribal lands which are to be placed for auction. The auction will go through three phases during which only members of tribal communities will be allowed to participate. If no participant will reach the level of offset price, the same process will be opened for non-tribal buyers. The regulation was amended several times in 1966, 1975, 1997 and 2002 to make it stricter.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, some tribal groups through State Tribal Advisory Council (TAC) raised demands for permission to sell their land to overcome fund crisis in emergency situation like marriage, studies of wards and critical illness.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Government sources said educated tribals who were working away from their villages also wanted to dispose of their land to non-tribals so that they would get its good value.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Since 2005, there has been consistent efforts by the government to amend 3(I) of OSATIP 1956.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In 2007, an inter-Ministerial Committee was constituted.
