                <br /><div align="justify">At least 4000 tribals organized a rally and meeting at Ambagadia village near Kalinganagar industrial complex of Jajpur district to remember the 14 tribals who were brutally gunned down by the police on 2nd, January six years back when they were opposing the forcefully construction of a boundary wall of TATA &lsquo;s steel company.<br /><br />&ldquo; Fourteen of our fellow men sacrificed their lives for tribal&rsquo;s cause. We are ready to die even in en masse, but will not spare even an inch of land for industry,&rdquo; said Rabindra Jarika, secretary BBistapaka Birodhdi Jana Mancha(BBJM).<br /><br />&ldquo;We won&rsquo;t tolerate any torture to the tribals . There shouldn&rsquo;t be any industry at the cost of tribals and agriculture. Our fight against industrialisation will continue till the government changes its decision to set up industries on farm land.&rdquo;, Jaraka added. Claiming that they had been cheated and robbed by the government in the past, the Janamanch leaders said when land was acquired in Kalinga Nagar everybody was hoping that the locals would benefit but more than a decade since acquisition they have realised that the plight of locals has worsened. Many of them have migrated and taken to begging to sustain their family, they said.<br /><br />Addressing the meeting , Prafulla Samantray the state president of Loak Shakti Abhijan said that the mining and industry cause damage to people and the environment that are not factored into the companies' costs. People at the receiving end, should they have clear title to their land and sufficient bargaining power, could demand compensation.<br /><br />The companies would pay such compensations out of the profits they make. So far, so good. But the situation on the ground is very different. Environmental conflicts are fights over titles to resources. In practice titles are not clearly established. Beyond legal entitlements to private and communal land, property rights on the environment are contested. Under the Fifth Schedule, tribal areas cannot be sold to private investors, but the government may allege public interest requirements.<br /><br />Thus, in practice, the government expropriates land for a &quot;public purpose&quot;, pays far below cost price, and resells it to corporations for a tidy profit (still below cost price). In Kalinganagar, the Industrial Infrastructure Development Corporation of Odisha purchased land from people at Rs 15,000-Rs 30,000 per acre , later adding an ex-gratia amount of Rs 25,000. It then resold to the Tatas at the rate of Rs.3.5 lakh per acre. We are ready to die even in en masse, but will not spare even an inch of land for industry,&rdquo; said Rabindra Jarika, secretary BBistapaka Birodhdi Jana Mancha(BBJM).<br /><br />&ldquo;We won&rsquo;t tolerate any torture to the tribals . There shouldn&rsquo;t be any industry at the cost of tribals and agriculture. Our fight against industrialisation will continue till the government changes its decision to set up industries on farm land.&rdquo;, Jaraka added. Claiming that they had been cheated and robbed by the government in the past, the Janamanch leaders said when land was acquired in Kalinga Nagar everybody was hoping that the locals would benefit but more than a decade since acquisition they have realised that the plight of locals has worsened. Many of them have migrated and taken to begging to sustain their family, they said.<br /><br />Addressing the meeting , Prafulla Samantray the state president of Loak Shakti Abhijan said that the mining and industry cause damage to people and the environment that are not factored into the companies' costs. People at the receiving end, should they have clear title to their land and sufficient bargaining power, could demand compensation.<br /><br />The companies would pay such compensations out of the profits they make. So far, so good. But the situation on the ground is very different. Environmental conflicts are fights over titles to resources. In practice titles are not clearly established. Beyond legal entitlements to private and communal land, property rights on the environment are contested. Under the Fifth Schedule, tribal areas cannot be sold to private investors, but the government may allege public interest requirements.<br /><br />Thus, in practice, the government expropriates land for a &quot;public purpose&quot;, pays far below cost price, and resells it to corporations for a tidy profit (still below cost price). In Kalinganagar, the Industrial Infrastructure Development Corporation of Odisha purchased land from people at Rs 15,000-Rs 30,000 per acre , later adding an ex-gratia amount of Rs 25,000. It then resold to the Tatas at the rate of Rs.3.5 lakh per acre. The market rate was said to be around Rs 5 lakh per acre, added Samantray.<br /><br />About 1200 people under the banner of Visthapita Parivar Unyayan Parishad, led by its president Dhaneswar Soi and secretary Biren Jamuda, participated in the pro-industry rally at the rehabilitation colony of TATA at Gobarahat village.<br /><br />Though the two parallel meetings were held at a short distance from each other, there was no clash between the rival groups. &ldquo;The rally and meeting passed off peacefully.
