Actual expenditure during the first five months of the current fiscal year amounted to about 28% of the budgeted spending of Rs 5,21,025 crore for this fiscal - the lowest proportion recorded over the last five years.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Ministries and departments are said to be willing to surrender unspent money, rather than take decisions that they fear could be questioned by the CAG, CVC or even courts. Clearly, there is a paralysis within the bureaucracy, even after the end of a policy shutdown and reform announcements. However, civil servants' paranoia to take decisions is holding up investment.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">This is unacceptable, especially at a time when public investment needs a boost to revive the economy. The whole purpose of allocating Plan funds is to enable departments to spend the money so that benefits accrue to the economy. Administrators of any department that fails to spend the money are incompetent and indifferent to their responsibilities.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">They must be penalised for their failure to act. This would send a strong message to their peers who dither and hold up project clearances. Plan spending has been budgeted to increase by nearly 26% over last year's actual expenditure. Any cutback will halt the creation of capital assets for the economy, even if it helps reduce the slippage in the fiscal deficit.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Finance minister P Chidambaram has reiterated that funds will be made available for capital expenditure and every effort will be made to avoid idling of funds. Actual expenditure during the first five months of the current fiscal year amounted to about 28% of the budgeted spending of Rs 5,21,025 crore for this fiscal - the lowest proportion recorded over the last five years.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Ministries and departments are said to be willing to surrender unspent money, rather than take decisions that they fear could be questioned by the CAG, CVC or even courts. Clearly, there is a paralysis within the bureaucracy, even after the end of a policy shutdown and reform announcements. However, civil servants' paranoia to take decisions is holding up investment.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">This is unacceptable, especially at a time when public investment needs a boost to revive the economy. The whole purpose of allocating Plan funds is to enable departments to spend the money so that benefits accrue to the economy. Administrators of any department that fails to spend the money are incompetent and indifferent to their responsibilities.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">They must be penalised for their failure to act. This would send a strong message to their peers who dither and hold up project clearances. Plan spending has been budgeted to increase by nearly 26% over last year's actual expenditure.
