OERs are defined by UNESCO as &ldquo;any type of educational materials that is in the public domain or introduced with an open license.&rdquo; Such materials can be legally used, copied and adapted. OERs increase access and surely reduce the cost of education considerably. They are very much needed in a developing country like India.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The Supreme Court of India in Unni Krishnan (1993) recognised the &lsquo;right to education&rsquo; as being implicit within Article 21 (protection of life and personal liberty) of the Indian constitution.
