In a lengthy speech in Parliament this morning, the BJP's Arun Jaitley said the Copenhagen Accord helps developed countries avoid the commitments they made under the Kyoto Protocol.</font></p><p align="justify"><font >Jaitley also said the&nbsp; Copenhagen Accord permits international scrutiny of India's actions to deal with global warming, something that the government had promised to fight.</font></p><p align="justify"><font >Attacking the government over the accord Jaitley said, &quot;Problem with the government is that it is suffering from Sharm-el-Sheikh syndrome.&quot;</font></p><p align="justify"><font >Before Jaitley's speech, Environment Minister Jairam Ramesh explained the main features of the Copenhagen Accord in Parliament, explaining that this would prove that &quot;the government has nothing to hide.&quot;</font></p><p align="justify"><font >Jairam Ramesh said that the climate deal is not legally binding and it puts no quantifiable emission targets for developing countries.</font></p><p align="justify"><font >&quot;Copenhagen Accord is not a legally-binding instrument because of India, China, South Africa and Brazil,&quot; said Jairam Ramesh.</font></p><p align="justify"><font >During the Summit, the US and four major developing countries India, China, South Africa and Brazil reached a legally non-binding agreement on cutting greenhouse gas emissions and capping the rise in temperature to 2 degree celsius.</font></p><p align="justify"><font >Ramesh added that Copenhagen Conference decided to continue negotiations under the mandate of Kyoto Protocol and Bali Action Plan to be completed at the end of 2010.</font></p><p align="justify"><font >Defending the deal, the minister said that it has a provision for &quot;international consultations and analysis&quot; for implementation of the actions reported through National Communications but it has been ensured in the accord that India's sovereignty is &quot;respected&quot;.</font></p><p align="justify"><font >Ramesh further told Rajya Sabha that the report of mitigation actions, supported or unsupported, will be made to the Secretariat of UN Framework Convention on Climate Change (UNFCCC) through the National Communications which will be made every two years.</font></p><p align="justify"><font >Meanwhile, a senior White House adviser, considered to be close the US president, has said the accord allows America to review and challenge India and China on voluntary action.</font></p><p align="justify"><font >White House adviser David Alexrod said: &quot;Now, China and India have set goals. We are going to be able to review what they're doing. We are going to be able to challenge them if they do not meet those goals.&quot;</font></p>'

Opposition: Copenhagen Accord not good for India

The Opposition has slammed the government over the Copenhagen Accord, saying the document betrays developing nations, and has  compromised India's interests.
